AGENDA TITLE: Adopt Resolution Approving Purchase of a Tymco Model 600 Regenerative Air Sweeper for the
Street Division from GCS Western Power & Equipment, of Sacramento ($133,500); and
Appropriate Funds for the Purchase

RECOMMENDED ACTION: That the City Council adopt a resolution to purchase a Tymco Model 600 Regenerative
Air Sweeper demonstrator for the Street Division of the Public Works Department from
GCS Western Power & Equipment, Sacramento, California, in the amount of
$133,500; and appropriate funds in accordance with the recommendation below.
BACKGROUND INFORMATION: The City Council directed the Street Division of the Public Works Department to
move forward with the implementation of increased sweeping frequency by
acquiring an additional street sweeper and adding a new position to operate the
sweeper full time. Street Division staff has researched regenerative air sweepers
used in the area and had on-site demonstrations of the three most widely used. The Tymco demonstrated the best
sweeping capability of the three units. Another model demonstrated had a safety issue with the location of the diesel
filler for the engine being six feet from ground level.
All three sweepers demonstrated had "tag -on" bids that would facilitate purchase by the City. The Tymco was the
least expensive sweeper of the three "tag -on" bids provided. Specifications and competitive bids were done by
Sacramento County for this sweeper. In order to implement sweeping immediately, GCS Western has agreed to sell
their demonstrator model at a reduced price. This unit meets the specifications set forth in the Sacramento County
bid, has less than 400 miles on the chassis, and less than 30 hours on the auxiliary engine and sweeping
components—it is basically a new sweeper. This unit would be supplied with "As New Warranty", and can be
delivered within five days. The cost for the demonstrator unit would be $118,998, including safety equipment. An
identical new unit, which would have to be ordered, would cost $121,375. Additional funds are to cover taxes and
ancillary equipment to place sweeper in service. This sweeper could be ordered with a CNG engine, but this adds
approximately $43,000 to the cost and delivery time would be 90 to 120 days. There is no lease purchase option on
the demo unit.
Staff recommends purchasing the Tymco Model 600 Regenerative Air Sweeper through the Sacramento County
contract rather than seeking our own bids. Sacramento County prepared sweeper specifications for the Tymco Model
600 sweeper unit we recommend and received many competitive bids. The City currently owns a Tymco Sweeper and
past experience with this unit was also a positive consideration.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
PURCHASE OF A TYMCO MODEL 600 REGENERATIVE AIR
SWEEPER FOR THE STREET DIVISION, AND FURTHER
APPROPRIATING FUNDS FOR THIS PURCHASE

WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to
do so; and
WHEREAS, the City Council directed the Street Division of the Public Works
Department to move forward with the implementation of increased sweeping frequency
by acquiring an additional street sweeper and adding a new position to operate the
sweeper full time; and
WHEREAS, the Street Division has researched regenerative air sweepers used
in the area and had on-site demonstrations of the three most -widely used; and
WHEREAS, the Tymco demonstrated the best sweeping capability of the three
units. Another model demonstrated had a safety issue with the location of the diesel
filler for the engine being six feet from ground level; and
WHEREAS, in order to implement sweeping immediately, GCS Western Power &
Equipment, of Sacramento, California, has agreed to sell its demonstrator model at a

amount of $14,502.00 are needed to cover taxes and ancillary equipment to place the
sweeper in service. Specifications and competitive bids were done by Sacramento
County for this sweeper; and
WHEREAS, this unit meets the specifications set forth in the Sacramento County
bid, has less than 400 miles on the chassis, and less than 30 hours on the auxiliary
engine and sweeping components and is basically a new sweeper. This unit would be

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve the purchase of a Tymco Model 600 Regenerative Air Sweeper
demonstrator for the Street Division of the Public Works Department from GCS Western
Power & Equipment, of Sacramento, California, in the total amount of $133,500.00; and
BE IT FURTHER RESOLVED, that funds in the amount of $133,500.00 be
appropriated as follows:
General Fund — Street Maintenance $ 56,000.00
Wastewater Fund $ 77,500.00
