All Necessary Grant Applications for the Purposes of Securing Solid Waste Grant
Funds on Behalf of the City of Lodi

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the Public Works
Director of San Joaquin County to submit grant applications on behalf of
the City.
BACKGROUND INFORMATION: Various agencies and boards from time to time provide grant funding
opportunities to counties, cities and other local agencies to finance
programs such as used oil collection, collection and management of
household hazardous waste, used tire recycling and waste reduction.
As in the past, San Joaquin County has provided similar services for the City. The County acts as the
lead agency in securing the grant funds for each participating city or other local agency.
The County will submit grant applications, payment requests and execute all other agreements and
amendments for the purposes of securing the grant funds on the City's behalf. The County will also be
implementing and carrying out the purposes specified in each grant application. Therefore, no staff time
will be needed for these activities. The City will not be obligated to provide funds for the various
programs the County provides. The County requires that we adopt and submit to them a new resolution
to continue to submit these various grant applications on the City's behalf.

RESOLUTION NO. 2002-55
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE SAN
JOAQUIN COUNTY PUBLIC WORKS DIRECTOR TO SUBMIT ALL
NECESSARY GRANT APPLICATIONS FOR THE PURPOSES OF SECURING
SOLID WASTE GRANT FUNDS ON BEHALF OF THE CITY OF LODI

WHEREAS, various agencies from time to time provide grant funding opportunities to
counties, cities, and other local agencies to finance programs, which include the collection of
used oil, management and collection of household hazardous waste, recycling of used tires, and
providing for waste reduction; and
WHEREAS, the California Integrated Waste Management Board, as well as other
governing boards and agencies, have been delegated the responsibility for the administration of
solid waste grant programs and have established procedures governing applications by cities
and counties under their programs; and
WHEREAS, various boards and agencies, responsible for grant administration, require a
resolution from the local governing body of an applicant, authorizing submittal of grant
application and designating an agent empowered to act on behalf of an applicant.
NOW, THEREFORE, BE IT RESOLVED that the City of Lodi hereby authorizes the
Public Works Director of San Joaquin County to submit grant applications to various boards and
agencies administering solid waste grant funds on behalf of the City of Lodi for programs
including the collection of used oil, management and collection of household hazardous waste,
recycling of used tires, and providing for waste reduction.
BE IT FURTHER RESOLVED that the Public Works Director of San Joaquin County, or
the duly authorized designee, is hereby authorized and empowered to execute on behalf of the
City of Lodi, all necessary applications, contracts, payment requests, agreements, and
amendments thereto for the purposes of securing solid waste grant funds and to implement and
carry out the purposes specified in the grant application. The City of Lodi shall not be obligated
to provide funding for such solid waste grant programs.
