HomeMy WebLinkAboutAgenda Report - April 17, 2002 E-08CITY OF LODI COUNCIL COMMUr1ICATION AGENDA TITLE: Adopt Resolution approving the Recommendations of the Multi -Jurisdictional 2x2x2 Greenbelt Task Force to fund the contract (not to exceed $25,000) for services for Phase 2 of the Lodi/Stockton Community Separator MEETING DATE: April 17, 2002 PREPARED BY: Community Development Director RECOMMENDED ACTION: Staff is recommending that the City Council adopt the attached Resolution to affirm the 2x2x2 Greenbelt Task Force recommendations with regard to Phase 2 of the Lodi/Stockton Community Separator. Adopting the Resolution would also authorize funding of one-third of the cost of the contract for services to complete Phase 2 of the Study. BACKGROUND INFORMATION: One of the major goals recently identified by the City Council is the creation of a Greenbelt Policy. In order to accomplish this goal, the City Council appointed two Council Members to the 2x2x2 Greenbelt Task Force to study the creation of open space, or a community separator between Lodi and Stockton. The remaining four members are from the Stockton City Council and the San Joaquin County Board of Supervisors, two from each jurisdiction. Approximately one year ago, the City Council passed a Resolution adopting four Task Force recommendations concluding Phase One of the project. The four recommendations, considered the next steps in the process, were to investigate land trusts, to investigate funding mechanisms, to explore the feasibility of establishing an Urban Growth Boundary, and to ensure full involvement. At the 2x2x2 Task Force Meeting held on March 25, 2002, the Task Force decided to build on the earlier work to develop agricultural and open space protection and preservation options and proceed with Phase Two. The Draft Scope of Work is summarized below and is included in its entirety as an attachment. • Two Technical Memos • Power Point Presentation • Two Community Forums • Two 2x2x2 Task Force Meetings • Final Report with Presentation to Elected Officials Representatives of all three jurisdictions recognized the importance of jointly implementing the scope to develop a plan of options. Community members in attendance at the meeting also agreed that a "plan" should be developed so that options for financing, preservation, etc. can be analyzed in real terms. In APPROVED: H. Dixon Flynn -- City Manager Council Communication April 17, 2002 Page 2 other words, a consensus of the attendees felt the time had come for a physical document, or "plan" to be developed outlining options for consideration. With the approval of the respective jurisdictions, staff will work with the consultant to implement the contract for services. The lead project management for Phase Two will come from the San Joaquin County Community Development Department. An estimated time line for Phase Two would see the 2x2x2 Task Force meeting again by approximately the first week of July (Task 3 in the Scope). FUNDING: Total cost is $64,112, plus contingencies. City of Lodi portion, one-third of the total, not to exceed $25,000. It is proposed to use General Fund Contingency for this work. MIG and County/City staff will present the community with the plan alternatives to preserve and protect viable community separators between Lodi and Stockton. Following an overview presentation, participants will divide into smaller groups to engage in more in-depth discussion of specific issue areas. The small groups will reconvene and report their findings to the rest of the Forum participants. In addition to taking part in discussions, participants will be able to record their ideas, concerns, and suggestions on individual comment sheets that will be collected at the end of the Forum. All discussion will be documented on wallgraphics and/or flip - charts and all work produced will be incorporated into a summary report consisting of one camera- ready copy and an electronic copy for County reproduction and distribution. 1.) The Principal -in -Charge and Project Director will lead MIG activities with the assistance of two Pro)ect Associates. A combination of County and Lodi and Stockton staff who have taken the MIG introduction to facilitation will augment any additional facilitation needs. 2.) MIG will provide one camera-ready and one electronic copy of public noticing graphics in advance of the Community Forums (assuming that the venue and other details have been determined). 1.) The County will find appropriate venues for the Forums. 2.) The County will publish notices in the newspaper and distribute notices of the Community Forums designed by MIG. 3.) Furthermore, the three jurisdictions unanimously agree to share equally the cost of work associated with implementation of the proposed Scope of Work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi hereby adopts the above stated 2x2x2 Greenbelt Task Force's recommendations, and in conjunction with the City of Stockton and San Joaquin County, agrees to participate and fund Phase Two of the community separator planning process.
