HomeMy WebLinkAboutAgenda Report - April 17, 2002 E-05AGENDA TITLE: Adopt Resolution Authorizing the City Manager to Execute a Professional Services Agreement with HDR Engineering, Inc., for Engineering Design Services Associated with the Removal of Two Railroad Crossings on Turner Road and Lower Sacramento Road; and Appropriate Funds for the Project MEETING DATE: April 17, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to execute a professional engineering services agreement with HDR Engineering, Inc.; and appropriate funds for the Turner Road Rail Safety Project. BACKGROUND INFORMATION: In 1998, City staff requested of the California Public Utilities Commission that the existing General Mills spur line crossing of Turner Road be modified by moving existing crossing protection devices from a westerly inactive crossing to the active spur line crossing. In 1999, City staff applied for and received award for $202,000 of Section 130 funds from the California Public Utilities Commission to implement the project. The project includes the following features: one, remove the trackage from the Turner Road crossing midway between Mills Avenue and Lower Sacramento Road; two, relocate the crossing protection devices from the midway location (flashing signals and cross arms) to the active Turner Road crossing near Mills Avenue; three, reconfigure the trackage within the switching area bounded by Turner Road, Lower Sacramento Road, and Lodi Lake 13 -acre expansion; and, finally, abandon and remove the Lower Sacramento Road rail crossing at the cemetery. Through a competitive consultant selection process, HDR Engineering Inc., was ranked as preferred to assist City staff in the application, processing and design of rail facilities required to implement this project. The not -to -exceed cost of these services is approximately $47,200. Dixon F ynn -- Ci Manager CHDRAGREEMENT 04/09/02 RESOLUTION NO. 2002-81 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH HDR ENGINEERING, INC., FOR ENGINEERING DESIGN SERVICES ASSOCIATED WITH THE REMOVAL OF TWO RAILROAD CROSSINGS ON TURNER ROAD AND LOWER SACRAMENTO ROAD, AND FURTHER APPROPRIATING FUNDS FOR THE PROJECT NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize the City Manager to execute a professional services agreement with HDR Engineering, Inc., for engineering design services associated with the removal of two railroad crossings on Turner Road and Lower Sacramento Road; and BE IT FURTHER RESOLVED, that funds not to exceed $47,200.00 be appropriated from the CPUC Section 130 funds/Local Street Impact Mitigation Fees for this project.
