HomeMy WebLinkAboutAgenda Report - February 6, 2002 I-06AGENDA TITLE: Authorize the City Manager to Execute a Professional Services Agreement with Watry Design Group for Design and Construction Administration Services for the New Civic Center Parking Structure, Corner of Elm and Church Streets ($365,000); Execute Contract Change Orders as Needed; and Appropriate Funds for the Design and Construction Administration Services MEETING DATE: February 6, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional services agreement with Watry Design Group, of Redwood City, for the final design of the new Civic Center Parking Structure (including construction drawings, specifications, and construction administration); execute contract change orders, as needed; and appropriate funds for the design and construction administration services. BACKGROUND INFORMATION: At its June 20, 2001 meeting, City Council authorized the City Manager to execute a professional services agreement with Watry Design Group for the concept design of the new Civic Center Parking Structure. This work has been completed and the next phase is to complete the final design for the structure. Final design services will consist of preparing detailed construction drawings and specifications. Construction administration services are also included. The design phase further defines the Civic Center Parking Structure project, including details of the site and floor plans, building finishes, complete building systems (electrical, mechanical, etc.), and specific products to be used. Construction administration services include submittal review and approval, project meeting attendance, and site visits by the architect and his design consultants during construction. It is anticipated that this phase of the project will take eight months to complete after which time staff will return to Council to approve the specifications and authorize advertising for bids for construction of the structure. The agreement will be on a time -and -materials basis, not to exceed $365,000. The proposed Civic Center Parking Structure is anticipated to accommodate 350± vehicles, and be located on the east side of the existing Public Safety and City Hall buildings. The budget estimate for this project is $6.1 million, including design (net gain of 279 new stalls). The new structure will provide parking for City staff at City Hall, the Public Safety Building and the new Police Building. In addition, the parking structure will be available for Downtown merchants and customers. At an earlier Shirtsleeve Session, staff and Watry Design Group presented this project with an option for a smaller structure. That option provided a total of 275 stalls which only yielded 209 new stalls due to the incorporation of the existing surface lot. The budget for that option was $5.2 million. As part of this work, the consultant will prepare more detailed elevation and perspective drawings. A presentation will be made to the City Council and public early in this work to obtain direction on the final design. Staff is prepared to respond to questions Council may have during the meeting.
