ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME
FUNDS AND REALLOCATION OF CDBG FUNDS FROM PREVIOUS PROGRAM YEARS.

RECOMMENDED ACTION: That the City Council set a public hearing for March 6, 2002, to consider and
approve potential uses of Federal funds received through the CDBG and HOME
programs for the 2002-2003 fiscal year and the reallocation of unobligated funds
from previous program years.
BACKGROUND INFORMATION: The City anticipates receiving approximately $745,000.00 in CDBG funds
and $240,000.00 in HOME funds from the Federal government for the
coming fiscal year. The CDBG funds can be used for a wide range of
community development projects as long as they meet one of the following
National objectives: 1) To address the needs of low to moderate income persons, 2) To eliminate slum or blighted
conditions, 3) To resolve an urgent need. The HOME funds are reserved for housing and housing related activities
such as rehabilitation and new construction. Activities undertaken with HOME funds also must meet the needs of
low to moderate -income persons.
In addition to the 2002/03 Program funding, there is approximately $300,000 in unobligated funds from previous
program years that can be reallocated to projects and used before the end of this program year, thereby reducing
our carryover of unused funds which has been identified by HUD as an issue to be addressed.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, March 6, 2002 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing at the Carnegie Forum,
305 West Pine Street, Lodi, to consider the following matter:
a) Community input and proposals for uses of the City's 2002103 Federal allocation of
Community Development Block Grant (CDBG) and HOME funds and reallocation of CDBG
funds from previous program years.
Information regarding this item may be obtained in the office of the Community Development Department
Director, 221 West Pine Street, Lodi. All interested persons are invited to present their views and comments
on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing scheduled
herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
Clerk, 221 West Pine Street, Lodi, California, 95240 at or prior to the Public Hearing.

On February 7, 2002 in the City of Lodi, San Joaquin County, California, I deposited in
the United States mail, envelopes with first-class postage prepaid thereon, containing a
notification of public hearing to be held on March 6, 2002 regarding CDBG and HOME
funds for 2002/03, marked Exhibit "A"; said envelopes were addressed as is more
particularly shown on Exhibit "B" attached hereto.
There is a regular daily communication by mail between the City of Lodi, California, and
the places to which said envelopes were addressed.
