AGENDA TITLE: Adopt resolution approving the addendum to the Utility Substructures, Cherokee Lane and
Sunwest Area contract and appropriate funding ($18,750.00) (EUD)

ACTION: That the City Council adopt the attached resolution approving the addendum
to the contract for Utility Substructures, Cherokee Lane and Sunwest Area
and appropriate $18,750.00 for this addendum.
BACKGROUND INFORMATION: At the City Council meeting of November 7, 2001, the City Council awarded
the contract for installation of Utility Substructures, Cherokee Lane and
Sunwest Area in the amount of $68,927.00. Subsequent to this award the
Department has learned that the reconstruction of Kettleman Lane w/o of the Woodbridge Irrigation District's (WID)
canal will require the relocation of existing electric transmission and distribution facilities as well as a planned new
distribution feeder. In order to accommodate the relocation and minimize the impact on the area it is recommended
that provisions be made for the new feeder to be underground under the WID canal. This will require the installation
of a steel casing, utilizing boring techniques, under the canal for the needed conduit system. However, construction
within the WID right-of-way must be done during time periods when the canal is drained. Since the canal is
scheduled to be filled by mid March and not drained again before late fall the project must be completed prior to
March leaving insufficient time for the formal bid process for this project (installation of the casing).
The Contractor for the Utility Substructures, Cherokee Lane and Sunwest Area project has agreed to perform the
above work as an addendum to the contract at a price of $18,750.00 and otherwise under the same terms and
conditions. For comparison, the Department bid a similar crossing of the canal in January 2001 at a cost of
$42,587.00.
Deferring the project to next fall/winter will have an adverse impact on the relocation and the feeder installation. The
feeder is required for the peak load season (summer) 2002.
FUNDING: Available within Business Unit #161652, Distribution System Improvement (page E30-31) for the
budgeted feeder from Henning Substation to Cochran Road.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
ADDENDUM TO THE UTILITY SUBSTRUCTURES, CHEROKEE
LANE AND SUNWEST AREA CONTRACT, AND FURTHER
APPROPRIATING FUNDS FOR THE PROJECT

WHEREAS, staff recommends approval of the addendum to the Utility
Substructures, Cherokee Lane and Sunwest Area contract.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves an addendum to the contract for the Utility Substructures, Cherokee Lane and
Sunwest Area in the amount of $18,750.00; and
BE IT FURTHER RESOLVED, that funds be appropriated from the Business
Unit #161652, Distribution System Improvement, for the budgeted feeder from Henning
Substation to Cochran Road.
