Lange, Community Center Director RECOMMENDED ACTION: Adopt resolution authorizing purchase of an independent pool -lift for the Hutchins Street Square Pool from Morris Independent Lift! of Bay City, Michigan ($12,000.00) and appropriate funds. BACKGROUND INFORMATION: This action will allow for replacement of the existing pool -lift with a unit that meets current ADA standards and has an increased weight capacity in order to provide safe, easy to use, and reliable lift service to handicapped clients using the H.S.S. pool. The current pool -lift has reached the end of its working life -span. Calcium deposits and corrosion have damaged the lift's seals reducing capacity and causing a binding in the lift's action. This existing lift is undersized for large clients, does not offer padded surfaces, and does not contain people from falling out of the lift. Falls have occurred twice in the past. The current pool -lift does not have child safe edges. The new pool -lift will have double the capacity (700Ibs.), padded arm rests, a trapeze overhead for the wheelchair bound and does not reside in the pool - saving space and increasing the life -span of the apparatus since rust and corrosion elements are not in contact with the apparatus. A sole source purchase is warranted due to the uniqueness of capacity, design and installation and usage: Capacity The Independent Lift has a maximum capacity of 700 lbs. Other makes max out at 350-400 lbs. A small segment of our clientele exceed 400 lbs. and cannot access the pool via the steps. We are required under ADA guidelines to provide reasonable accommodation. Design/Installation The Independent Lift has an engineered hydraulic booster pump. The Senior Center Pool side connection point supplies only 40 psi reducing maximum lift capacity to approx. 300 lbs., inadequate for our clientele. The City would have to custom engineer an application with other available models. Usage The broad range of travel provided by the Independent Lift will accommodate a backboard stretcher. This is accomplished by providing three points of operation. The Control Water Valve is sealed with a custom plastic cover containing Braille (an exclusive feature of Independent Pool Lift). One control station is located on the side of the main column. This is a convenience for someone on the deck when the chair is lowered into the pool. This operator may access the control station to cause the chair to return to himself/herself. Likewise, if if you are in the pool and the pool lift is on the deck, you may access the control handle and call the chair to you.. At any time the person operating the lift may stop and stabilize the pool lift by moving the control handle to a neutral position, or reverse the lift by moving the control handle in the opposite direction. Each arm rest, although light in weight, will support over 200 pounds and will easily swing out of way for ease of transfer. This feature, the Overhead Trapeze Bar, (another exclusive feature of this pool lift), presents to the user a stable handle for grasping, while in the water or on the deck. This Anti -swing Stabilizer is provided to assure the chair is held rigid and perpendicular to the base at all times (another exclusive feature of this pool lift). This 4 -inch diameter, 316 stainless steel Main Lifting Cylinder is water powered, and delivers the necessary force for lifting, and for controlled lowering. The rugged cone is made of 316 stainless steel, welded to the base plate. This Conical Support Base is the main support structure which is attached to the deck by four removable bolts. No part of the pool lift must contact any part of the pool's inner wall. Additional Features 316 Stainless Steel Construction No Backward Travel 42 Inches of Travel Type 316 Stainless Steel is employed for all major steel components of the pool lift, for good reason. Type 304 Stainless Steel is a high-quality material, but chlorine will cause surface corrosion (rust) and staining. Therefore, Type 316 Stainless Steel is used for construction in the Independent Pool Lift because stainless grade 316 is impervious to chlorine (even though the material is more costly). We do not use plated metals, thus avoiding false economies that would be a disservice to the customers. A highly -desirable feature, is accomplished by the chair designed to provide travel from side-to- side. The Independent Pool Lift provides a full 42" overall travel distance from about 17 1/2" above the pool deck, to about 24-25" into the pool. The dimensions may vary slightly by the installation, but amounts to a seating about the height of a dining chair, and enters the water to a comfortable level. Homepage I Contact Information I The Plant 141BD-5 1 Lifting Capacity 1 Product Features I Pricing/Warranty I FAQ's RESOLUTION NO. 2002-20 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE SOLE -SOURCE PURCHASE OF AN INDEPENDENT POOL LIFT FOR THE HUTCHINS STREET SQUARE POOL, AND FURTHER APPROPRIATING FUNDS FOR THIS PROJECT WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interest of the City to do so; and WHEREAS, the current pool lift has reached the end of its working life -span, and calcium deposits and corrosion have damaged the lift's seals reducing capacity and causing a binding in the lift's action; and WHEREAS, the existing lift is undersized for large clients, does not offer padded surfaces, and does not contain people from falling out of the lift; and WHEREAS, the new pool lift will have double the capacity (700 lbs.), padded arm rests, a trapeze overhead for the wheelchair bound, and does not reside in the pool, saving space and increasing the life -span since the apparatus would not be susceptible to rust and corrosion elements; and WHEREAS, this purchase would allow replacement of the existing pool lift with a unit that meets current Americans with Disabilities Act (ADA) standards and has an increased weight capacity in order to provide safe, easy use, and reliable lift service to handicapped clients using the Hutchins Street Square pool; and WHEREAS, staff recommends replacing the existing pool lift through the sole - source purchase from Morris Independent Lift!, of Bay City, Michigan, in the total amount of $12,000.00. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby approve the sole -source purchase of the independent pool lift for the Hutchins Street Square Pool from Morris Independent Lift!, of Bay City, Michigan, in the total amount of $12,000.00; and BE IT FURTHER RESOLVED, that funds in the amount of $12,000.00 be appropriated from 2001 Community Development Block Grant funds for this project.
