Advocacy
MEETING DATE: January 16, 2002

RECOMMENDED ACTION: That Council identify priority projects and/or issues for State
and Federal Advocacy.
BACKGROUND: The City Council during the January 8, 2002 Shirtsleeve
Session, directed staff to compile an expanded list of potential
issues and projects for State and Federal advocacy
consideration. The priorities, as determined by Council, will be
forwarded to the San Joaquin Council of Governments (COG) in anticipation of the 3rd Annual
San Joaquin "One Voice" visit to Washington, D.C. and the First Annual San Joaquin "One Voice"
to Sacramento. In addition, Council requested that projects and issues be considered for Lodi's
own lobbying efforts outside of the COG coordinated trips.
The advocacy efforts are intended to result in changes to legislation, procurement of grants,
and/or to position San Joaquin County and the respective cities for future funds. As such, the
Lodi City Council has brainstormed the following ideas for consideration:
State:
1. Maintaining the Vehicle License backfill
2. Supporting the restoration of ERAF to cities
3. Funding the Lodi Animal Shelter Project
4. Creating a threshold for State grant requirements allowing local control over environmental
requirements
5. Encouraging CalTrans to be more flexible with local streets and highway design standards
6. Financing infrastructure projects
7. Funding the Lodi Indoor Sports Facility
8. Advocating for water rights and storage facilities (ie. supporting the Woodbridge Irrigation
District Restoration Project)
9. Creating housing solutions for single/multi family units, agricultural worker housing, and work -
live housing
10. Maintaining local control of Municipally Owned Utilities (MOD's)

CITY OF LODI COUNCIL COMMUNICATION
Federal:
1. Funding for railroad track safety improvements
2. Funding for wastewater treatment plant
3. Funding for State Highway 12 improvements for operations and safety
4. Funding for transit maintenance facility
5. Maintaining local control of Municipally Owned Utilities (MOU's)
6. Funding for the Indoor Sports Facility
7. Financing infrastructure projects
8. Continuing support for the FIRE ACT funding
9. Establishing a federal program to fund the hiring of 75,000 additional firefighters nation-wide
10. Improving communications infrastructure for emergency responders.
In addition to determining the priority projects/issues, Council Members are invited to attend one
or both of the San Joaquin "One Voice" visits along with representatives from San Joaquin
County, the various cities, and other agencies.
