HomeMy WebLinkAboutAgenda Report - January 16, 2002 E-08CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Authorizing City Manager to Request the Transportation Enhancement Activities Grant be Transferred to the Kettleman Lane Gap Closure Project from the Lodi Lake Bike Path Project (Phase II) MEETING DATE: January 16, 2002 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to request the Transportation Enhancement Activities Grant be transferred to the Kettleman Lane Gap Closure Project from the Lodi Lake Bike Path Project (Phase II). BACKGROUND INFORMATION: The City of Lodi was awarded a $163,000 Transportation Enhancement Activities (TEA) Grant from the San Joaquin Council of Governments (COG) for the construction of the Lodi Lake Bike Path. After the field review was conducted by Caltrans, the agency that authorizes the construction of the TEA projects, it was determined that the studies Caltrans would require would consume the majority of the TEA funds. For that reason, staff is recommending that the City request COG transfer the TEA funds to the Kettleman Lane Gap Closure Project because that project already has federal funds and it is on a State highway. In order for COG to request the transfer, the City needs to assure COG that by transferring the TEA money the City intends to construct the Lodi Lake Bike Path Project (Phase II). Dixon hynn -- Gty Manager CTRANSFERTEAGRANT 01/07/02 RESOLUTION NO. 2002-13 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO REQUEST THE TRANSPORTATION ENHANCEMENT ACTIVITIES GRANT BE TRANSFERRED TO THE KETTLEMAN LANE GAP CLOSURE PROJECT FROM THE LODI LAKE BIKE PATH PROJECT (PHASE II) ------------------------------------------------------------------ ------------------------------------------------------------------ WHEREAS, the City of Lodi was awarded a $163,000.00 Transportation Enhancement Activities (TEA) Grant from the San Joaquin Council of Governments, for the construction of the Lodi Lake Bike Path; and WHEREAS, Caltrans, the agency that authorizes the construction of the TEA projects, has conducted the field review and it has been determined by City staff that the studies Caltrans would require would consume the majority of the TEA funds for the Lodi Lake Bike Path Project; and WHEREAS, staff therefore recommends that the City Council authorize the City Manager to request that COG transfer the TEA funds to the Kettleman Lane Gap Closure Project, which is in need of further federal funding. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to request that COG transfer the TEA funds to the Kettleman Lane Gap Closure Project; and BE IT FURTHER RESOLVED, that the Lodi City Council hereby assures the San Joaquin Council of Governments that it is the City of Lodi's intention to proceed with the Lodi Lake Bike Path Project (Phase II) using alternative funding.
