BACKGROUND INFORMATION: The City Council has authorized design of a new Police facility and we anticipate approval of construction plans and authorization to advertise for bids soon. Once the Police Department has moved to its new facility, the existing Public Safety Building and Carnegie Forum basement will have space available for other City departments. On March 7, 2001, the City Council authorized staff to issue a request for qualifications for master plan/space needs programming and schematic design drawings for the existing Public Safety Building. Of the nine firms sent RFQ's, three submitted proposals. A selection panel interviewed the three firms and unanimously selected WMB. This phase consists of: 1) Investigating the existing Public Safety Building and reviewing previously detailed building system analysis of the existing structure and site plans for conformance to current building codes. 2) Developing needs analysis/space needs program for all departments in the Civic Center through interviews, questionnaires, and workshops. 3) Examining options for space use in the existing Public Safety Building and Civic Center. These options include: Fire Station No. 1 space needs. • Possibility of relocating Fire Administration. Possibility of relocating Finance Department. Possibility of accommodating space needs of other City operations. 4) Recommending options for space use within the renovated Public Safety Building and Civic Center for all departments. 5) Schematic design and cost estimate for the remodeled Public Safety Building and adjoining site plan. The estimated cost for this work is $110,480. The cost will vary somewhat depending on the outcome of the programming analysis and the actual number and detail of the options to be considered and presented to the City Council for approval. The next phase of the work will include preparation of design/build documents for the Public Safety Building Renovation.
