AGENDA TITLE: Adopt resolution authorizing the City Manager to provide funding in the amount of $10,660.00
to fund the Public Benefits Program Grant — Century Assembly Church Demand- side
Management Project (EUD)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
provide funding in the amount of $10,660.00 to fund the Public Benefits
Program Grant — Century Assembly Church Demand- side Management
Project.
BACKGROUND INFORMATION: Century Assembly Church has elected to pursue a facility -wide lighting
retrofit project for their sanctuary and adjacent office complex. Utilizing Tru -
Brite Energy Management to assess their facility, the church will remove all
existing lighting, and replace those lamps/fixtures with high efficiency,
approved lighting. Specifically, the project entails:
➢ removal of existing lighting (predominately incandescent lighting) and installing 1,109 T-8 fluorescent lamps
and compact fluorescent lamps; and
➢ electronic ballasts throughout the facility; and
➢ ten motion sensors/timers in office and supply rooms.
The total cost of the project is $42,643.00, prior to rebate. The Public Benefits Program grant of $10,660.75 reflects a
25 percent rebate, which is consistent for lighting retrofit projects of this size. The calculated energy savings resulting
from the lighting retrofit are 84,000 kilowatt hours of electricity, with an annual dollar savings in excess of $10,000.
The City of Lodi Electric Utility staff respectfully recommends approval of this grant as a qualifying component of the
City of Lodi Public Benefits Program. Utility staff also considers the Century Assembly Church project to be an
excellent example of a demand-side management or energy efficiency improvement project for two reasons: 1)
lighting is static- tends to be "on" a majority of the time- and lends itself for easy retrofit capabilities; 2) the payback -
calculated on projected annual energy & operations/maintenance savings- for lighting retrofits is normally less than
four years (this particular project has a payback of three years or less).

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM
GRANT TO CENTURY ASSEMBLY CHURCH DEMAND-SIDE
MANAGEMENT PROJECT

WHEREAS, the state has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on a historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must
be dedicated to qualifying programs such as energy efficiency. A further stipulation is
that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four
segments or customer groups: commercial/industrial, residential, community/non-profit,
and municipal; and
WHEREAS, Century Assembly Church has elected to pursue a facility -wide
lighting retrofit for its sanctuary and adjacent office complex. Utilizing Tru -Brite Energy
Management to assess its facility, the church will remove all existing lighting, and
