HomeMy WebLinkAboutAgenda Report - December 19, 2001 E-14cq �vCITY OF LODD17: COUNCIL COMMUNICATION AGENDA TITLE: Adopt resolution authorizing the City Manager to appropriate Public Benefit Program funds to extend the Lodi Small Business Energy Services Partnership ($25,000) (EUD) MEETING DATE: December 19, 2001 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to appropriate Public Benefit Program funds to extend the Lodi Small Business Energy Services Partnership ($25,000). BACKGROUND INFORMATION: In early 1999, the City of Lodi Electric Utility launched the Lodi Small Business Energy Services Partnership, funded from the Public Benefits Program. This effort was designed to provide direct energy conservation grants to small business customers (those customers on the commercial G-1 electric utility rate). To date, 340 customers have participated in the program, installing such energy conservation measures as additional attic insulation, weather-stripping, window tinting, high efficiency air conditioning systems, and ceiling fans. By way of this resolution, the Electric Utility is recommending that the Lodi Small Business Energy Services Partnership be extended, and continue until designated funds are exhausted. Specifically, this energy services partnership will provide the following: ➢ dollar -for -dollar incentive rebates to G-1 commercial customers in the amount of $350; one grant per twelve month period per customer service address; and ➢ energy efficiency improvements include: window tinting, ceiling fans, attic ventilators, high efficiency lighting and related controls, weather-stripping, awning covers, shade screens, attic insulation, and HVAC/refrigeration service and diagnostic inspections; and ➢ special projects- a 20 percent rebate will be made available to those small commercial customers that install high efficiency central air conditioning systems (contingent upon the customer removing an aging or inefficient system). Depending upon the type or nature of energy efficiency improvement selected by the customer, energy costs can be reduced from 5 percent to 25 percent on a monthly basis. Dix n Flynn - alriy Manager RESOLUTION NO. 2001-293 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZNIG THE CITY MANAGER TO APPROPRIATE PUBLIC BENEFITS PROGRAM FUNDS TO EXTEND THE LODI SMALL BUSINESS ENERGY SERVICES PARTNERSHIP IN THE AMOUNT OF $25,000 WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, in May 1999, the City Council approved the City of Lodi Small Business Energy Services Partnership, which provides direct energy conservation grants to small business customers on the commercial G-1 electric utility rate. To date, 340 customers have participated in the program, installing such energy conservation measures as additional attic insulation, weather stripping, window -tinting, high efficiency air conditioning systems, and ceiling fans; and WHEREAS, the Electric Utility Department recommends extending the Lodi Small Business Energy Services Partnership grant and continuing until designated funds are exhausted. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to appropriate Public Benefits Program funds to extend the Lodi Small Business Energy Services Partnership Grant in the amount of $25,000.
