HomeMy WebLinkAboutAgenda Report - December 19, 2001 E-03AGENDA TITLE: Adopt Resolution Authorizing the Purchase of Two CNG Heavy -Duty Trucks for Parks and Water/Wastewater Divisions ($176,140) from Delta Truck Center, of Stockton; and Appropriate Funds for the Project MEETING DATE: December 19, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the purchase of two CNG heavy-duty trucks for the Parks and Water/Wastewater divisions from Delta Truck Center, of Stockton, in the amount of $176,136.50 (includes delivery charges, but not California sales tax); and appropriate funds for the purchase in accordance with the recommendation below. BACKGROUND INFORMATION: The City of Lodi was awarded two grants for the purchase of two Compressed Natural Gas (CNG) heavy-duty trucks. Based on interviews with the various City departments' fleet coordinators, it was determined that CNG trucks would best suit the Water/Wastewater Division and the Parks Division. Because the San Joaquin Valley Air Pollution Control District must approve the engine type and truck manufacturer in order to qualify for the Heavy -Duty Emission Program, the City can only purchase approved trucks. These approved trucks are for sale only at Delta Truck Center. For this reason, we are recommending sole -source procurement. The Water/Wastewater Division will purchase a 2002 Freightliner FL60 Dump/Service Truck and the Parks Division will purchase a 2002 FL60 Dump Truck. The City of Lodi will realize $30,000.00 in savings for the General Equipment Replacement Fund by purchasing these CNG heavy-duty trucks. Dixdn Flynn -- City CPURCHASE2TRUCKS 12/12/01 RESOLUTION NO. 2001-284 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE SOLE -SOURCE PURCHASE OF TWO COMPRESSED NATURAL GAS HEAVY-DUTY TRUCKS FOR PARKS AND WATER/WASTEWATER DIVISIONS FROM DELTA TRUCK CENTER, AND APPROPRIATE FUNDS FOR THE PURCHASE ---------------------------------------------------------------------------- ---------------------------------------------------------------------------- WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interest of the City to do so; and WHEREAS, the City of Lodi was awarded two grants for the purchase of two compressed natural gas (CNG) heavy-duty trucks; and WHEREAS, staff has determined that CNG trucks would best suit the Water/Wastewater Division and the Parks Division; and WHEREAS, because the San Joaquin Valley Air Pollution Control District must approve the engine type and truck manufacturer in order to qualify for the Heavy -Duty Emission Program, the City can only purchase approved trucks through Delta Truck Center, of Stockton, CA; and WHEREAS, staff recommends purchasing a 2002 Freightliner FL60 Dump/Service Truck for the WaterMastewater Division, and a 2002 FL60 Dump Truck for the Parks Division; and WHEREAS, the City of Lodi will realize $30,000.00 in savings for the General Equipment Replacement Fund by purchasing these vehicles. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves the sole -source purchase of one 2002 Freightliner FL60 Dump/Service Truck for the Water/Wastewater Division, and one 2002 FL60 Dump Truck for the Parks Division, in the amount of $176,140.00; and BE IT FURTHER RESOLVED, that funds be appropriated in the amount of $195,000.00, which will include purchase and delivery charges, emergency equipment, in-service costs, and sales tax.
