HomeMy WebLinkAboutAgenda Report - October 17, 2001 I-03CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Reaffirm $40,000 Appropriation For The All Veterans' Plaza Project MEETING DATE: October 17, 2001 PREPARED BY: Deputy City Manager RECOMMENDED ACTION: That Council reaffirm $40,000 appropriation for the All Veterans' Plaza project. BACKGROUND INFORMATION: The All Military Veterans' Plaza, situated between City Hall and Carnegie Forum, is well on its way toward completion. As Council will recall, this project is located on City property; however, it is being coordinated by the All Military Veterans' Plaza Foundation. As such, both the City and the Foundation play an important role in the successful completion of this tribute to veterans from the past, in the present, and those who dedicate their lives in the future to our country. The funding for the Plaza is advanced by the City to be repaid by the Foundation through fundraising efforts. Recently, staff met with members of the Foundation and the architect, Tim Mattheis, to discuss various issues, including the project costs. It appears that there is confusion regarding the total amount agreed upon by the City Council. During the April 5, 2000 City Council meeting, Council authorized a $25,000 advancement to start the project and to develop a schematic design and construction plans. Subsequently, staff requested, during the August 2, 2000 meeting, that Council appropriate an additional $15,000 for design services. This too was approved by Council. By a unanimous vote, Council voted on June 20, 2001 to execute an agreement with the Foundation and to appropriate $450,000 for the project. There has been recent discussion as to whether or not the City's intent was to advance the $40,000 and the $450,000 for a $490,000 total project cost, or whether to net the $40,000 from the appropriated $450,000 for a total project cost of $450,000. According to the Foundation and the architect, the total construction cost for the project is $450,000, and that does not include the $40,000 for the design and contract services. It is staff's recommendation that the original $25,000 and the subsequent $15,000 appropriations not be netted from the $450,000.
