HomeMy WebLinkAboutAgenda Report - October 17, 2001 E-07AGENDA TITLE: Adopt Resolution Awarding Contract for White Slough Water Pollution Control Facility Chlorine Residual Analyzer Replacements to Borges & Mahoney Company, of Vallejo ($15,700); and Appropriate $20,000 MEETING DATE: October 17, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the above project to Borges & Mahoney Company, of Vallejo, in the amount of $15,700; and appropriate $20,000 for the project. BACKGROUND INFORMATION: This project consists of replacing two 10+ -year-old chlorine residual analyzers, which control the chlorine and sulfur dioxide dosages at the White Slough facility. The chlorine analyzers are critical to plant operations and in need of replacement this budget cycle. The two chlorine analyzers were installed in 1989 and in need of more frequent repairs, which indicate they are nearing the end of their useable life. Because the failure of either unit would cause a discharge violation, both units require replacement at this time. One fine for a discharge violation of this type could exceed the cost of replacement. Installation will be performed by Facility staff and our Instrumentation Contractor. The requested appropriation is less than the budget project estimate because the original estimate, developed by our Master Plan consultant, included engineering and installation costs. The purchase and installation by City staff will result in significant savings. The additional appropriation over the contract amount is to cover contingencies during installation. Specifications for this project were approved on September 5, 2001. There were three bid packages sent out, but this is the only bid the City received. Forkas, Water/Wastewater Superintendent Del Kerlin, Assistant Wastewater Treatment Superintendent APPROVED: -kk-_Q1xQn Flynn -- City Manager C:\windowsNTEMPkCCOlChlorineaward2. 915/00 RESOLUTION NO. 2001-238 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE BID FOR THE CHLORINE RESIDUAL ANALYZER REPLACEMENTS FOR THE WHITE SLOUGH WATER POLLUTION CONTROL FACILITY ANALYZER WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council sealed bids were received and publicly opened on September 26, 2001 at 11:00 a.m. for the purchase of Chlorine Residual Analyzer Replacements for the White Slough Water Pollution Control Facility, described in the specifications therefore approved by the City Council on September 5, 2001; and WHEREAS, Borges & Mahoney Company, of Vallejo, CA, submitted the sole bid received in the amount of $15,700.00; and WHEREAS, the City Manager recommends award of the contract for the Chlorine Residual Analyzer Replacements for the White Slough Water Pollution Control Facility be made to the sole bidder, Borges & Mahoney Company, of Vallejo, CA. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the contract for the Chlorine Residual Analyzer Replacements for the White Slough Water Pollution Control Facility be and the same is hereby awarded to Borges & Mahoney Company, of Vallejo, CA, the sole bidder, in the amount of $15,700.00; and BE IT FURTHER RESOLVED, that funds in the amount of $20,000.00 be appropriated for the project.
