AGENDA TITLE: Post For Vacancy On The East Side Improvement Committee and Expiring Terms On
The Lodi Senior Citizens Commission, San Joaquin County Mosquito & Vector Control
District, and Site Plan and Architectural Review Committee

RECOMMENDED ACTION: That Council, by motion action, direct the City Clerk to post for the following
vacancy on the East Side Improvement Committee and expiring terms on the
Lodi Senior Citizens Commission, San Joaquin County Mosquito & Vector
Control District, and Site Plan and Architectural Review Committee.
BACKGROUND INFORMATION: The City Clerk's Office received the attached letter of resignation
from Sandra Alderson of the East Side Improvement Committee. In
addition, several terms are due to expire within the next few
months. Therefore, it is requested that the City Council direct the
City Clerk to post for the following vacancy and expiring terms.

State statute requires that the City Clerk post for vacancies to allow citizens interested in serving to submit
an application. The City Council is requested to direct the City Clerk to make the necessary postings.

It is with regret and a little sadness that I must resign my position on the Eastside
Improvement Committee board. After serving on the board for only a year I still feel,
maybe more than ever, the need for an active and tenacious membership.
I was aware of my commitments with two local charitable organizations in particular
when I became interested in being on the board, but as a property owner, and a concerned
citizen, I wanted very much to help make a difference. I have eight grandchildren and a
busy family life, which I find I'm trying to juggle in between those other obligations, and
I just don't have the time and flexibility to make it work.
Thank you for giving me the opportunity to have worked with you. Your department and
the Eastside Improvement Committee have a vital mission that I still wholeheartedly
support.

It will be necessary for you to complete a Form 700 - Conflict of Interest Leaving Office
Statement (copy attached) no later than 30 days from the effective date of your
resignation as presented to Council (due Wednesday, January 2, 2002). The original
statement will be forwarded to the Fair Political Practices Commission (FFPC) and a file
copy will be retained in the City Clerk's office.

East Side Improvement Committee
One vacancy - term to expire March 1, 2004
Purpose: To assist and advise on property maintenance, neighborhood improvement and
historical preservation issues; design and implement program to reduce blight and foster
community pride; work to reduce crime, drugs and blight in coordinating civil actions against
nuisance property owners.
Meetings: list Thursday of each month, 6:00 p.m., Salem United Methodist Church.
Membership: Nine members, each serving three-year terms.
Lodi Arts Commission
One vacancy; term to expire July 1, 2004
Purpose: Developed to inspire, encourage and promote the arts in the community.
Meetings: 2nd Wednesday of each month, 12:00 p.m., Cottage Room, Hutchins Street Square.
Membership: Eleven members, each serving three-year terms.
Lodi Senior Citizens Commission
Two vacancies; terms to expire December 31, 2005
Purpose: To identify the needs and issues specifically affecting the senior citizens of the
community, and initiate action to assure they are addressed.
Meetings: 3`d Thursday of each month, 8:00 a.m., Senior Center at Hutchins Street Square.
Membership: Seven members, each serving four-year terms.
San Joaquin County Mosquito & Vector Control District
One vacancy - term to expire December 31, 2003
Purpose: To provide comprehensive vector surveillance and control services to enhance public
health and quality of life for residents and visitors of San Joaquin County.
Meetings: Tuesday before the 20th of each month, 3:00 p.m., District Office - 7759 South Airport
Way, Stockton
Membership: One Lodi representative serving a two-year term.
Site Plan and Architectural Review Committee (SPARC)
One vacancy - term to expire January 1, 2002
Purpose: To evaluate the design merit of all commercial, multi -family and public building
projects, to ensure developments are attractive to the City, and to provide recommendations to
Council on such matters dealing with community development.
Meetings: 1st and 3`d Mondays of each month, 5:15 p.m., Carnegie Forum
Membership: Five members, each serving four-year terms.
