AGENDA TITLE: Adopt resolution authorizing purchase of tools and equipment ($116,902.29) for the
Quint Aerial Fire Apparatus and approve refinancing of the seven-year lease
purchase to include Fire Apparatus, tools, and equipment. (FD)

RECOMMENDED ACTION: That the City Council approve the resolution to refinance lease for one (1)
Quint Aerial Fire Apparatus and tools and equipment to be used by the fire department suppression division
for a purchase price of $819,114.96. That the City Council approve a new seven year lease purchase
proposal from First Municipal Leasing Corporation of Golden, Colorado as the financing component for the
Fire Apparatus, tools and equipment.
BACKGROUND INFORMATION: On December 20, 2000, the City Council approved resolution 2000-
229 for the award of bid and finance of a Quint Aerial Fire Apparatus at 5.30% interest with an annual
payment of $115,303.51. At the time of approval, firefighting equipment was not included due to unknown
equipment needs for this first time purchase. After assessing firefighting equipment needs for the new truck
and changes in current interest rates, the lease was renegotiated. The new equipment includes radios, Self
Contained Breathing Apparatus (SCBA), hydraulic rescue equipment (Jaws of Life), Automatic External
Defibrillator (AED) and medical equipment, ladders, axes, thermal imaging camera, etc., as well as labor
for installation and will cost $116,902.29. First Municipal Leasing Corporation of Golden, Colorado agreed
to restructure the entire lease to include the tools and equipment and reduced the interest rate from 5.30% to
4.49%. The lease cost will be $819,114.96 with annual payments of $131,796.42. Total lease payments
including interest are $922,574.94 over the seven-year lease. The City is expected to take possession of the
new Quint/Truck in March 2002.

Here is the breakdown by category foi- the equipment costs currently under discussion. Also
accept this information concerning the Hurst equipment as the recommendation from the
Mechanics/Apparatus committee.

RESOLUTION NO. 2001-279
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
REFINANCING OF THE QUINT AERIAL FIRE APPARATUS, TO
INCLUDE THE NECESSARY TOOLS AND EQUIPMENT

WHEREAS, Lodi Municipal Code Section 3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do so; and
WHEREAS, the Fire Department was in need of replacing one Fire Department front-line
apparatus; and
WHEREAS, the City Council adopted Resolution No. 2000-229 awarding the bid and finance
of a Quint Aerial Fire Apparatus without any of the necessary firefighting equipment using a seven-year
lease at 5.30% with an annual payment of $115,303.51 through First Municipal Leasing Corporation,
of Golden, Colorado; and
WHEREAS, the need for the firefighting equipment to outfit the new truck caused staff to
reassess the current lease due to the benefits of the present reduced interest rates; and
WHEREAS, First Municipal Leasing Corporation has agreed to restructure the entire
lease to include the Quint Aerial Fire Apparatus, tools, and equipment needed at a rate reduced
from 5.30% to 4.49%. The total lease payments will be $922,574.94 with an annual payment
amount of $131,796.42 for a period of seven (7) years; and
WHEREAS, the City Manager recommends approving the refinancing of the Quint Aerial
Fire Apparatus to include the necessary tools and equipment as specified above through First
Municipal Leasing Corporation.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
approve the refinancing of the Quint Aerial Fire Apparatus, to include the necessary tools and
equipment, through First Municipal Leasing Corporation, of Golden, Colorado, at a rate of
4.49%, with an annual payment of $131,796.42, for total lease amount of $922,574.94 for a
seven (7) year lease term.
