HomeMy WebLinkAboutAgenda Report - November 21, 2001 E-21CITY OF LODI :COUNCIL COMMUNICATION LL AGENDA TITLE: Adopt resolution authorizing the City Manager to extend the Public Benefits Program — Lodi Appliance Rebate Program in the amount of $75,000 (EUD) MEETING DATE: November 21, 2001 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to extend the Public Benefits Program- Lodi Appliance Rebate Program in the amount of $75,000. BACKGROUND INFORMATION: For the past three years, the City of Lodi has offered rebates for the purchase of designated appliances (including: energy efficient refrigerators, manual defrost freezers, dishwashers, front -load clothes washers/EnergyStar approved clothes washers, and single -room air conditioners). Since late May of this year, over 1,100 energy efficient appliances have been purchased and installed in Lodi homes and businesses. By way of this resolution, the Lodi Appliance Rebate Program will be extended until these funds are exhausted. Specific criteria for this program includes: ➢ designated energy efficient appliances must be purchased at one of the six participating Lodi retailers (including: Anderson Maytag, Ben's Appliance, FILCO of Lodi, Kundert & Bauer, Les' Appliance, and Reo's Appliance); ➢ customers may receive a rebate for up to five (5) appliances (one rebate per different appliance type- refrigerator, dishwasher, etc.); ➢ customer must be a City of Lodi Electric Utility customer; ➢ rebates will be as follows: $75 for anylall EnergyStar-rated refrigerator; $75 for manual defrost freezer; $100 for front -load or EnergyStar-rated clothes washer; $50 for any EnergyStar-rated dishwasher; and, $25 for any single - room air conditioner with an energy efficiency rating of 9.5 or better. The purchase and installation of designated energy efficient appliances can reduce monthly electric utility costs by as much as five percent, and considered one of the best energy conservation methods available to consumers today. Dixon Flinn - City RESOLUTION NO. 2001-267 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE FUNDING FOR THE PUBLIC BENEFITS PROGRAM GRANT - LODI APPLIANCE REBATE PROGRAM --------------------------------------------------------------------------------- --------------------------------------------------------------------------------- WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer groups: commercial/industrial, residential, community/non-profit, and municipal; and WHEREAS, this project is the fifth in a series of projects specifically designed for Lodi residential electric customers. The Lodi Residential Energy Efficient Appliance Rebate 2000 project allows residential customers to receive cash rebates of up to $400 per service address, by replacing specified older, less energy efficient appliances with more energy efficient models; and WHEREAS, to participate in the program, residential customers may purchase any or all of the following appliances from the participating dealers and receive a $100.00 rebate for each: • Energy efficient refrigerator; • Upright manual defrost freezer; • Dishwashers • Front loading clothes washer/EnergyStar approved clothes washers; • Single -room air conditioner with 9.0 or higher SEER; WHEREAS, the total rebate could be $400 per qualified residential customer, and the rebate program will run until funds are depleted; and WHEREAS, funds for the appliance rebate program are now exhausted, and staff requests that the City Manager provide a Public Benefits Program Grant in the amount of $75,000.00 for the Lodi Appliance Rebate Program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program grant in the amount of $75,000.00 to fund the Lodi Appliance Rebate Program, specifically designed for Lodi residential electric customers.
