AGENDA TITLE: Adopt a resolution authorizing the City's participation in the Western
States Contracting Alliance (WSCA) purchasing program (Finance)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City of Lodi to
participate in a nationwide purchasing program sponsored by the
Western States Contracting Alliance.
BACKGROUND INFORMATION: In September, 2000, the City Council adopted Resolution 2000-159,
authorizing the City's participation in a nationwide purchasing
program jointly sponsored by the National Association of Counties,
the National League of Cities, the National Institute of Governmental Purchasing, and the United States
Conference of Mayors.
That arrangement, the U S Communities Purchasing Program, was established to provide local governments
the power to purchase products and services at volume discounts normally available only through large
national or regional contracts. Since adoption of Resolution 2000-159 the City has used Fairfax County (VA)
and Los Angeles County contracts (under U S Communities sponsorship) to purchase computer systems
from Dell and Micron, software from Software Spectrum, and industrial supplies from Grainger and Graybar,
at substantial savings. We expect to continue to use those contracts where it is advantageous for us to do
SO.
The Western States Contracting Alliance (WSCA) was formed in 1993 by state purchasing directors in fifteen
western states. Quoting WSCA, "The primary purpose of WSCA is to establish the means by which
participating states may join together in cooperative multi -state contracting in order to achieve cost-effective
and efficient acquisition of quality products and services." (http://www.aboutwsca.org/wscawelcome.htmi) All
government entities within the fifteen states are eligible to use the WSCA agreements. WSCA contractors
include IBM, Compaq, and Dell, as well as Verizon Wireless and AT&T Wireless.
Government Code Section 6502 authorizes the City to participate jointly with other public agencies in such a
program, and Lodi City Code Section 3.20.070 allows alternative methods of procurement when such
methods are in the best interest of the City. Under the program, the city would not only enjoy volume pricing,
but would save the time and expense of competitive bidding on previously -bid contracts.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY OF LODI'S PARTICIPATION IN THE WESTERN
STATES CONTRACTING ALLIANCE PURCHASING PROGRAM
WHEREAS, the Western States Contracting Alliance (WSCA) was formed in
1993 by state purchasing directors in fifteen western states; and
WHEREAS, the primary purpose of WSCA is to establish the means by which
participating states may join together in cooperative multi -state contracting in order to
achieve cost-effective and efficient acquisition of quality products and services; and
WHEREAS, all government entities within the fifteen states are eligible to use
the WSCA agreements; and
WHEREAS, WSCA contractors include IBM, Compaq, Dell, as well as Verizon
Wireless and AT&T Wireless; and
WHEREAS, Government Code §6502 authorizes the City to participate jointly

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
