AGENDA TITLE: Adopt Resolution Authorizing the Purchase of a Loader/Tool Carrier with Options for the
Street Division from GCS Western, of Sacramento ($52,000)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the purchase of a loader/tool carrier
with options for the Street Division of the Public Works Department from GCS Western, of
Sacramento, in the amount of $51,999.09; and appropriate funds in accordance with the
recommendation below.
BACKGROUND INFORMATION: Funds to purchase a loader/tool carrier for the Street Division of the Public Works
Department have been approved and budgeted in the 2001/03 Equipment
Replacement Fund, and authorized by the Fleet Committee. This vehicle will
replace existing Unit No. 04-023, a one -yard two -wheel drive front-end loader.
Unit 04-023 is a fully depreciated 1986 Case Model 580 SE, with a total hour reading of 3,217 hours. It was purchased
for $21,282 in 1986 and has accumulated $31,540 in repair costs. Existing Unit 04-023 is 15 years old, meets the
replacement criteria, and has accumulated 3,258 hours of down time. The Street Division uses this front-end loader/tool
carrier on a daily basis all year for maintenance. This type of equipment is not available in alternative fuel CNG engines.
Specifications for this equipment were approved on October 3, 2001. The City received the following three bids for this
project:

Staff recommends the City award the bid to the apparent low bidder, GCS Western. Staff also requests that it be
awarded with the optional equipment that was supplemental to the bid package. The optional bid items are: ride control
for $86.25, an item that reduces wear on the hydraulics; and a three-point hitch for $3,285, an item that is used for
attaching different equipment. With the optional equipment, GCS Western is still the apparent low bid at $51,999.09
verses Holt of California's bid of $52, 488.33. An additional $1,500 is requested to put this vehicle into service.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
BID FOR THE PURCHASE OF A LOADER/TOOL CARRIER WITH
OPTIONS FOR THE STREET DIVISION
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council sealed bids were received and publicly opened on October 31,
2001 at 11:00 a.m. for the purchase of a loader/tool carrier with options for the Street
Division, described in the specifications therefore approved by the City Council on
October 3, 2001; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as shown below:

WHEREAS, the City Manager recommends award of the bid for the purchase of
a loader/tool carrier with options for the Street Division, be made to GCS Western, of
Sacramento, California, the lowest bidder, in the amount of $51,999.09.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award
of the bid for the purchase of a loader/tool carrier with options for the Street Division, be
and the same is hereby awarded to GCS Western, of Sacramento, California, in the
amount of $51,999.09.
