ADAMS, CHIEF OF POLICE RECOMMENDED ACTION: That City Council authorizes the purchase of a fully equipped Mobile Command Platform for the Lodi Police and Fire Departments from Universal Specialty Vehicles, Inc. BACKGROUND INFORMATION: The purpose of a Mobile Command Platform is to provide a strategically located, moveable center from which to operate public safety resources during an emergency or crisis situation. A committee was formed to evaluate products from vendors for this moveable command center. After review, the committee recommends that the fully equipped Mobile Command Platform be purchased from Universal Specialty Vehicles, Inc. in the amount of $172,235. Command platforms have been purchased from this company by Modesto Police Department, San Francisco P.D., Torrance P.D., Amador County Sheriff's Department and Napa County Sheriff's Department. The Lodi Fire Department has worked in conjunction with the police department on the anticipated purchase of this emergency Mobile Command Platform. The Fire Department anticipates securing grant funds to purchase a pull vehicle for the command center. The purchase of this Mobile Command Platform would enable the Lodi Police and Fire Departments to have an instantly available, moveable center from which to command emergency, high-risk situations in a safe and efficient manner. The command platform and pull -vehicle will be secured and maintained at a Lodi Fire Station designated by the Fire Chief. The anticipated purchase of a Mobile Command Platform for the Lodi Police Department was brought before Council on November 15, 2000. Pursuant to Resolution No. 2000-203, Council approved the use of Federal Block Grant funds for the purchase of radio equipment for the proposed mobile command platform. That equipment has been purchased and we are now ready to procure the command platform, additional exterior and interior equipment (refer to attachment), and pull -vehicle. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the purchase of a Mobile Command Platform for the Police and Fire Departments from Universal Specialty Vehicles, Inc., using state COPS grant funds in the amount of $172,235.00.
