AGENDA TITLE: Adopt Resolution Amending Traffic Resolution #97-148 Approving Multi -Way Stop Controls at Oak Street
and Sacramento Street

RECOMMENDED ACTION: That the City Council adopt a resolution amending Traffic Resolution #97-148 approving
the installation of a multi -way stop control at the intersection of Oak Street and
Sacramento Street (Exhibit A).
BACKGROUND INFORMATION: The intersection of Oak Street and Sacramento Street has been studied based on
complaints received related to visibility problems created by parked vehicles and transit
buses. Police Department personnel have expressed concerns that transit buses
parked at the bus stop in front of the Lodi Station create a sight problem when exiting
the Station's driveway. Concerns were also received from two citizens regarding visibility problems while stopped eastbound
on Oak Street at Sacramento Street created by diagonally -parked vehicles north of the intersection. Based on these
concerns, the following study was performed.
Existing Conditions: The intersection of Oak Street and Sacramento Street is a "T' intersection, with the Lodi Station
driveway located directly across the terminating leg of Oak Street. Oak Street and the Lodi Station driveway traffic are
controlled by stop signs; Sacramento Street traffic is not controlled. Traffic volumes on Sacramento Street and Oak Street/
Lodi Station driveway are 4,425 and 1,300 vehicles per day, respectively. Available accident records for the almost -five-year
period from 1997 to the present indicate that there have been three right-angle accidents at the intersection. One accident
occurred before the diagonal parking was installed, and two after the installation. In one of these two accidents, the driver
stated that visibility was affected by diagonally -parked vehicles.
Discussion/Recommendation: When parked vehicles create visibility problems, we typically consider eliminating some street
parking before recommending additional traffic control devices such as stop signs. However, there are parking shortage
concerns in the Downtown area and the City's Transportation Manager indicated the entire existing bus stop is needed in
front of the Lodi Station. Other issues to consider are almost 110 transit buses and other vehicles use the Lodi Station
driveway daily. There is also a marked crosswalk at Sacramento Street for pedestrians to access the bus stop in front of the
Lodi Station.
This intersection does not satisfy Caltrans guidelines for the consideration of a multi -way stop control due to low accident
frequency and overall traffic volumes.
Based on the desire to retain as much public parking in the Downtown area as possible, and the need to provide the bus -
loading zone in front of the Lodi Station, staff does not object to the installation of a multi -way stop at this intersection.
FUNDING: Funding to add the signing and markings to make this intersection a multi -way stop from the
Street Maintenance Account at an approximate cost of $800.

A RESOLUTION OF THE LODI CITY COUNCIL
AMENDING TRAFFIC RESOLUTION BY APPROVING
INSTALLATION OF MULTI -WAY STOP CONTROLS AT
OAK STREET AND SACRAMENTO STREET
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve amending the Traffic Resolution by installing multi -way stop controls
at Oak Street and Sacramento Street; and
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 97-148,
Section 2(C)(1) "Multi -Way Stop Intersections" is hereby amended by installing a multi -
way stop controls at Oak Street and Sacramento Street.
