Signs to Stop Signs on Orange Avenue at Locust Street

RECOMMENDED ACTION: That the City Council adopt a resolution amending Section 2 of Traffic
Resolution #97-148 by approving the conversion from yield signs to stop
signs on Orange Avenue at Locust Street, as shown on Exhibit A.
BACKGROUND INFORMATION: The intersection of Orange Avenue and Locust Street has been
studied based on complaints received and accidents occurring at the
intersection.
The Public Works Department's guideline related to traffic controls at four -legged minor street
intersections is to control the street with less traffic with either yield or stop signs. Where yield signs
exist, consideration should be made to converting them to stop signs when there is one or more
accidents in a three-year period correctable by conversion to stop signs, and the Safe Approach Study
indicates that drivers approaching the yield sign must slow to below ten miles per hour (mph) to see
approaching traffic on the cross street. The Safe Approach Study considers the layout of the
intersection and any permanent obstacles (i.e., trees or structures) that are in the line of sight of the
driver approaching the yield sign. When these obstacles require that the driver approaching the yield
sign slow to below ten mph to see approaching cross -street traffic, a stop sign should be considered.
In the past three years, there have been a total of three accidents correctable with the conversion from
yield signs to stop signs. Per Public Works guidelines, the Safe Approach Study was performed and the
results indicate that, based on the vehicle speeds expected on Locust Street, the safe approach speed
on Orange Avenue is below ten mph. Based on these factors, we recommend that City Council approve
staff's recommendation to convert the yield signs to stop signs at this intersection.
FUNDING: Costs to replace the yield signs and legends with stop signs and legends from the
Street Maintenance Account at an approximate cost of $425.

RESOLUTION NO. 2001-256
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
CONVERSION FROM YIELD SIGNS TO STOP SIGNS ON
ORANGE AVENUE AT LOCUST STREET, AND THEREBY
AMENDING TRAFFIC RESOLUTION NO. 97-148, SECTION 2(C)
WHEREAS, the intersection of Orange Avenue at Locust Street has been
studied based on complaints received and accidents reported; and
WHEREAS, the guidelines used by the Public Works Department relating to
traffic controls at four -legged minor street intersections is to control the street with less
traffic with either yield or stop signs; and
WHEREAS, where yield signs exist, consideration should be made to converting
them to stop signs; and
WHEREAS, the results of the safe approach calculations indicate that drivers

WHEREAS, staff recommends that the City Council approve the conversion from
yield signs to stop signs at this intersection.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
approve the conversion from yield signs to stop signs on Orange Avenue at Locust
Street; and
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 97-148,
Section 2(C) "Stop Intersections" is hereby amended by the conversion from yield signs
to stop signs on Orange Avenue at Locust Street.
