Lange, Community Center Director RECOMMENDED ACTION: Adopt Resolution awarding emergency repair work of the Hutchins Street Square pool to Spray Tech Fiberglass Pool Lining of Gold River, California in the amount of $32,500.00 and appropriate funds for the project. BACKGROUND INFORMATION: The indoor, second floor swimming pool at Hutchins Street Square has received an inordinate amount of use during it's 11 years of operation as a therapeutic facility for community members of Lodi. Recently, the pool has begun to blister and significant cracks are appearing on the floor; large areas of the pool liners have delaminated allowing the fiberglass to flex. Staff has attempted to keep the pool patched in small areas to continue the daily use. The pool is currently opened seven days a week, and census averages over 2,900 swims per month, including exercise therapy, seniors/disabled open swim, arthritis exercise, "Mommy and Me" swim lessons, lifeguard training, and conditioning lap swimming. The average monthly revenue generated at the pool is $8,500.00. We have followed the recent resurfacing of the Enze Pool. The company that repaired this pool was Applied Fiberglass Systems, now doing business as "Spray Tech". We are recommending a sole source contract due to the hand laid application process and the lack of vendors specializing in this type of application. The current condition of the pool does possess a safety hazard to anyone using the pool due to the sharp edges of the fiberglass that have blistered and the splits in the lining. The price to resurface the pool includes, surface preparation and fiberglass application. ' cerely, Robert Kemble RESOLUTION NO. 2001-253 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING EMERGENCY REPAIR WORK ON HUTCHINS STREET SQUARE SWIMMING POOL, AND FURTHER APPROPRIATING FUNDS FOR THIS PROJECT ---------------------------------------------------------------------------- ---------------------------------------------------------------------------- WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interest of the City to do so; and WHEREAS, the indoor, second floor swimming pool at Hutchins Street Square has been in service eleven years and has received an inordinate amount of use; and WHEREAS, recently the pool has begun to blister, significant cracks are appearing on the floor, and large areas of the pool liners have delaminated allowing the fiberglass to flex, creating a safety hazard to anyone using the pool; and WHEREAS, the pool is currently open seven days a week, with a census average over 2,900 swims per month; and WHEREAS, staff recommends using a sole source contract with the company that repaired Enze Pool recently, i.e. Applied Fiberglass Systems, now doing business as Spray Tech in the amount of $32,500.00. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby authorizes the sole -source repair of the Hutchins Street Square Swimming Pool by Spray Tech Fiberglass Pool Lining, of Gold River, California, in the amount of $32,500.00; and BE IT FURTHER RESOLVED, that funds in the amount of $32,500.00 be appropriated from the Contingency Fund for this project.
