CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Public Hearing to Consider the Technical Equipment Purchase Proposal
for Local Law Enforcement Block Grant Program
DATE: October 3, 2001

RECOMMENDED ACTION: That the City Council authorize the Lodi Police Department to purchase
technical equipment that would enhance hardware and software that is being
used by law enforcement personnel at the Lodi Police Department.
BACKGROUND INFORMATION: On July 5, 2001 the Lodi Police Department applied for and received
a Grant from the Local Law Enforcement Block Grant Program Funds
in the amount of $90,962 which includes matching funds of $9,096.
The source of the matching funds will be taken from the 2001/2002
Lodi Police Department Budget. When the funds are received, they
will be placed in a special revenue fund, pending dispersal.
On August 16, 2001 an Advisory Board convened and reviewed the proposal for the disbursement of those
funds. The proposal indicated that the funds would be used for software acquisition, and technology
updates on equipment that is currently being used by Lodi Police Department.
The Advisory Board consisted of the following persons:
Dr- Rich Ferrara, Associate Superintendent, Lodi Unified School District
Robert Baysinger, Judge, Superior Court
DDA Patrick O'Hern, San Joaquin District Attorney's Office
Richard Jones, President, Lodi Boys and Girls Club
Charles Mauch, Captain, Lodi Police Department
Jerry Adams, Chief, Lodi Police Department
Julie Wall, Lodi Police Department
The Advisory Board agreed with the proposal and made no other recommendations.
FUNDING: Total Grant is $90,962, including matching City Funds in the amount of $9,096.

RESOLUTION NO. 2001-229
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE TECHNICAL EQUIPMENT PURCHASE
PROPOSAL FOR LOCAL LAW ENFORCEMENT BLOCK
GRANT PROGRAM
WHEREAS, the Lodi City Council authorized the Lodi Police Department to accept
Local Law Enforcement Block Grant Program Funds in the amount of $90,962.00 and
provide matching funds in the amount of $9,096.00 to be taken from the 2001/2002 Lodi
Police Department budget; and
WHEREAS, the Proposal for the disbursement of the funds includes software
acquisition and technology updates on equipment that is currently being used by the Lodi
Police Department; and
WHEREAS, on August 16, 2001, an Advisory Board convened and reviewed the
proposal for the disbursement of these funds and has agreed with the proposal as
presented and made no other recommendations.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes the Lodi Police Department to purchase software and technology updates on
equipment that is currently being used by the Lodi Police Department, in the amount of
$90,962.00, which includes matching funds in the amount of $9,096.00, representing
matching funds from the Lodi Police Department budget.

NOTICE IS HEREBY GIVEN that on Wednesday, October 3, 2001 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing at the Carnegie Forum,
305 West Pine Street, Lodi, to consider the following matter:
