• 4 CITY OF LODI COUNCIL COMMUNICATION • AGENDA TITLE: Adopt Resolution Approving Installation of No -Parking Zones for Left -Turn Pockets on Turner Road, in the Vicinity of California Street/Edgewood Drive MEETING DATE: October 3, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution approving the installation of no - parking zones on Turner Road in the vicinity of California Street/ Edgewood Drive, to accommodate the installation of left -turn pockets (Exhibit A). BACKGROUND INFORMATION: The Public Works Department has studied the intersection of Turner Road and California Street/Edgewood Drive due to accident frequency and complaints received regarding these accidents. The following study consists of the evaluation of existing conditions in the area, discussion, and staffs recommendation. Existing Conditions — The intersection of Turner Road and California Street/Edgewood Drive is a four - legged intersection with California Street and Edgewood Drive traffic controlled by stop signs. Turner Road traffic is not controlled. Traffic volumes on Turner Road and California Street/ Edgewood Drive are approximately 14,100 and 1,530 vehicles per day, respectively. Land use in the area consists of a church/preschool on the southeast corner, with all other corners being residential. Available accident records for the five plus years from 1996 to the present indicate that the majority of accidents occurring at this intersection involved vehicles turning left from Turner Road (Exhibit B). These accidents include left -turning vehicles failing to yield to approaching through traffic, and drivers rear-ended while stopped waiting to turn left. Of the twenty-seven total accidents occurring at the intersection, twenty-one accidents (78%) were related to left -turning vehicles. This intersection is included in our Signal Priority Study (updated in 2000) and currently ranks number six of the remaining ten intersections on the priority list. Depending on funding availability, it will likely be five years or more before a traffic signal is constructed at this intersection should the Council approve installing a signal. The priority list showing the remaining ten intersections is attached as Exhibit C. Discussion — If a signal is installed at this intersection, no -parking will be required to accommodate the left - turn lanes. The left -turn pockets alone should eliminate rear -end collisions related to left -turning vehicles and reduce the left -turn versus through -traffic collisions. Since some on -street parking in the area will need to be prohibited to accommodate the left -turn pockets, letters were sent to all affected property owners and tenants prior to this meeting. The only response received was a letter of support of staff's proposal from the Lodi Community Church and Preschool, located at the southeast corner of the intersection (Exhibit D). No negative responses were received. Since the letters were sent out to the affected property owners and tenants, staff has redesigned the turn -pocket layouts. Transition lengths were shortened, resulting in the need to install less no -parking than the previous plan. APPROVED: v l_�C 6`1"-4.44‘i-==0 H. Even though this will effect parking in front of our building, I am very much in favor of the changes. We have had a number of auto accidents on this corner in the past six years and, Thank God, we have not had any one killed but the injuries and damage is still too much. I own and live at 419 West Turner Road. While I do see the need for left turn lanes for the intersection, can you please possibly change the length of the transition area to 80' instead of 97' feet. On the proposed no - parking layout, the west side of the intersection only shows a 80' transition area. If the transition area can be changed so each side of the intersection is equal, we would be able to have one car park in front of our house. Obviously, people like to park in front of your house so they don't have to walk as far. Plus, with the parking restricted, family and friends may have to walk a few houses down to visit us. I am sure that you are aware of the decrease in property value that would occur. I am just asking to have the transition area be the same on both sides of the intersection, so one vehicle could park in front of our home. Please consider this in voting on this adoption. We are not in the financial possession to relocate and sell our current home with a reduced property value.
