AGENDA TITLE: Adopt Resolution Rejecting All Bids and Approve Revised Specifications and Authorize
Readvertisement for Bids for 2001-2002 City -Wide Handicap Ramp Retrofit Project

RECOMMENDED ACTION: That the City Council adopt a resolution rejecting all bids, approve the
revised specifications for the above project, and authorize readvertising
for bids.
BACKGROUND INFORMATION: This project will provide the City with a unit -price bid for removing
and replacing curb, gutter, and sidewalk at various intersections
throughout the city and installing handicap ramps to meet the
requirements of the Americans with Disabilities Act (ADA). This will
be an annual contract and will be used to implement the handicap ramp retrofit program during 2001 and
2002. The contractor for this project will also be used to remove and replace the sidewalks between
City Hall and Carnegie Forum to bring them into conformance with ADA. Purchase orders will be issued
for the work to be done.
Bids were opened on September 5, 2001, but it was discovered, after the bid opening, that portions of
the Federal requirements for Community Development Block Grant projects (CDBG) had been omitted
from the specifications. The handicap ramp retrofit project will not be eligible for CDBG funds without
the Federal requirements in the specifications. Staff is recommending that Council reject all the bids for
the 2001 Handicap Ramp Retrofit Project and authorize the rebidding of the project as the 2001-2002
Handicap Ramp Retrofit Project.
The specifications are on file in the Public Works Department.
FUNDING: The money for this project will be coming from the Community Development Block Grant
Fund. An additional $100,000 of CDBG funds was approved for this project in the 2001
CDBG program funding. A request for appropriation of funds will be made at contract award.

RESOLUTION NO. 2001-227
A RESOLUTION OF THE LODI CITY COUNCIL REJECTING ALL
BIDS, APPROVING REVISED SPECIFICATIONS, AND
AUTHORIZING READVERTISEMENT FOR BIDS FOR
THE 2001-2002 HANDICAP RAMP RETROFIT PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on September 5,
2001, at 11:00 a.m. for the 2001 Handicap Ramp Retrofit Project - Various Locations,
described in the specifications therefore approved by the City Council on February 7,
2001; and
WHEREAS, following the bid opening, it was discovered that portions of the
Federal requirements for Community Development Block Grant projects had been omitted
from the specifications, thus making the Handicap Retrofit project not eligible for CDBG
funds; and
WHEREAS, staff therefore recommends that the City Council reject all of the bids
for the 2001 Handicap Ramp Retrofit Project and authorize rebidding the project with
revised specifications as the 2001-2002 Handicap Ramp Retrofit Project.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects
all bids for the 2001 Handicap Ramp Retrofit Project, approves revised specifications, and
hereby authorizes readvertisement for bids for the 2001-2002 City -Wide Handicap Ramp
Retrofit Project.
