BACKGROUND INFORMATION: This project will provide the City with a unit -price bid for removing and replacing curb, gutter, and sidewalk at various intersections throughout the city and installing handicap ramps to meet the requirements of the Americans with Disabilities Act (ADA). This will be an annual contract and will be used to implement the handicap ramp retrofit program during 2001 and 2002. The contractor for this project will also be used to remove and replace the sidewalks between City Hall and Carnegie Forum to bring them into conformance with ADA. Purchase orders will be issued for the work to be done. Bids were opened on September 5, 2001, but it was discovered, after the bid opening, that portions of the Federal requirements for Community Development Block Grant projects (CDBG) had been omitted from the specifications. The handicap ramp retrofit project will not be eligible for CDBG funds without the Federal requirements in the specifications. Staff is recommending that Council reject all the bids for the 2001 Handicap Ramp Retrofit Project and authorize the rebidding of the project as the 2001-2002 Handicap Ramp Retrofit Project. The specifications are on file in the Public Works Department. FUNDING: The money for this project will be coming from the Community Development Block Grant Fund. An additional $100,000 of CDBG funds was approved for this project in the 2001 CDBG program funding. A request for appropriation of funds will be made at contract award.
