HomeMy WebLinkAboutAgenda Report - November 18, 1994 (7)El OP CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Public Hesrkg b Consider Bicycle Transportation Master Plan MEETING DATE: November 18. 1994 PREPARED BY: Public Woks Director RECOMMENDED ACTION: That the City conduct a pubec hearing to consider the Bicycle Tmspwb tion Master Plan, adopt the Plan by the attached rosokdion, and approve Measure K and State Bicycle Lane Account Want �- BACKGROUND INFORMATION: Earlier this year, the City Council approved the preparation of a Master Plan for bicycle transportation In Lodi. This Plan was prepared in a coordinated effort with the San Joaquin County Regional Bicycle Transportation Master Plan which was recently adopted. Asof this writing on November 8, the City Plan, with the attached amendment (Exhibit A), has been approved by the Parks and Recreation Commission. The Plan will be considered by the Planning Commission on November 14. Its actions win be reported at the City Council public hearing. There Is a reason for moving the approval process along on a such a tight schedule: both the Measure K Program and the State Bicycle Lane Account Program have December deadlines for grant applications. An approved Plan is the first requirement for these programs. In order to apply for these grant programs, staff recommends the Council authorize the Public Works Director to make applications for the following projects: Kettleman Lane. from Cherokee two to Lower Sacramento Road - The preliminary cost estimate is $40,000 assuming the worts can be done with no major changes to the existing striping and signal detectors. The work would be coordinated with a proposed State slurry seal project. • Hutchins Street, from Kettleman Lane to Lodi Avenue - The preliminary cost estimate is $50,000. This projed would extend the already approved bike lane on Hutchins Street south of Kettleman Lane which will be done next year as part of a federally-fundod street maintenance project The Man calls for a combination of lanes and signed routes. The tracks continue westerly down the center ofLodi. Avenue to the Southern Pacific Railroad tracks. The City has initiated efibrts to have the tracks in Lodi Avenue removed. Should portions of the railroad right of -way east of Cherokee Lane become available due to the Lodi Avenue track removal, a bile path could be developed as an alternative to bike lanes in Lodi Avenue. Page 43. Add the following paragraph ahead of the last paragraph of Section A: The above priority projects reflect the results of the public input process for this plan. Other factors such as safety oonsideradow. budget priorities, specific grant program criteria and coordination with other projects will be considered by the City in determining actual project implementation. Page 44, Add the following sentences to the end of the first paragraph: Measure K also has a bicycle grant program with approximately $200,000 available county -wide over a two-year funding cycle. The local match is flexible. Using Measure K funds to match State, Federal or other sources is encouraged through the scoring system. In other words, reducing the requested Measure K contribution increases the likelihood of funding. Page 44. Replace the second paragraph with the following: Currently, some State funding for bicycle projects comes from the Bicycle Lane Account, which has been funding about $360,000 in bicycle improvements annually state-wide. This program requires a 10% local match. Federal funds for bicycles primarily come from the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The Act provides for various categories of funding programs with local matching requirements ranging from none to approximately 200/6. Funding decisions under the individual programs are handled by either the State or the San Joaquin Council of Governments (COG). Local matching funds for these and other grants could come from the Measure K funds described above. Specific grant projects and matching fund sources will be approved by the City Council as part of the budget process or as needed to meet grant program schedules. Chapter VI of this Plan recommends that the City require all future commercial constriction and renovation, with a specified number of employees, to provide showers for bicyclists and others. The City should also encourage existing businesses to provide showers. Page 4.
