COUNCIL COMMUNICATION
AGENDA TITLE: Review of Proposed Bus Stop Locations
MEETING DATE: November 16, 1994

RECOMED ACTION: That City Council hear the concerns of residents
impacted by bus stop locations and render a decision on
maintaining, moving or eliminating specific locations.
BACKGROUND INFORMATION: On October 5, 1994 City Council approved the four (4)
fixed .transit routes recommended by James E. Brown i
Associates. Mr. Brown determined that 117 bus stops
should be located along these routes to serve the
public. Working with Public Works and Administration
staff, Mr. Brown narrowed the stops down to specific locations. To the greatetit
extent possible, stops were located away from the front yards of homes and to avoid
taking parking spaces away from businesses. Whenever a SMART route intersected a
Grapeline route, the SMART stop was used to avoid duplicating stops. Red curb was
kept to a minimum, although one homeowner actually requested red curb. Staff
distributed the attached notifications to every impacted home and business (see
attached). Since staff cannot place notices in mailboxes, they were attached to
doors. It is possible some fell off, or recipients may have felt the notices were
junk mail and did not read them. Posts have not been installed at any location
generating a complaint, although a few complaints did trail in after crews began
working at stop locations.
To date, eighteen (18) complaints have been received concerning stops. Homeowners
are generally concerned about litter or damage to their landscaping. Businesses
are generally concerned about the loss of parking. Eleven (11) complaints have
been resolved with staff: stops have been moved, residents have been assured that
red curb will not go in, or in the case of three (3) residents, agreement has been
made to monitor the stops for a few months and reconsider their location if
resident's concerns materialize.
Residents living around all six (6) unresolved stop locations have been informed of
this council meeting.

3) Vine Street at Hutchins Street - S.W. Corner.
4) Vine Street at Stevens Street - N.H. Corner.
5) Vine Street at Kramer Street - S.W. Corner.
6) Lodi Avenue Central Avenue - N.W. Corner. (Lodi Security Systems)

It should be noted that Mr. Brown has located stops no greater that a quarter mile
apart. Shifting a stop will increase the distance between stops on one side, and
shorten the distance on the other. Staff will be open to reconsidering any stop
locations, should litter, landscaping damage problems, etc., materialize.

operating on November 25, 1994 (day after Thanksgiving).
A Grapeline bus stop will be located in the vicinity of your property.
City crews will be installing posts this week and signs in the next few
weeks.

operating on November 25, 1994 (day after Thanksgiving).
A Grapeline bus stop will be located in the vicinity of your property.
City crews will be installing posts this week and signs in the next few
weeks.
In addition, a bus loading zone (red curbing) will be installed adjacent
to the bus stops.

on November 25, 1994 (day after Thanksgiving).
A Grapeline bus stop will be located in the vicinity of your property. This item
will be discussed at the City Council meeting on Wednesday, November 16,
1994. Council meetings begin at 7:00 p.m. The meeting will be held in the City
Council Chamber, Carnegie Forum, 305 West Pine Street. You are welcome to
