PETERSON ��� c.n« City Manager LODI YOUTH COMMISSION 11BAcxcxovrm -11 In April of 1993, the Lodi City Council and the Lodi Unified School District approved the formation of the Greater Lodi Area Youth Commission. At the time of the formation eleven members from throughout the greater Lodi arra were appointed jointly by the Mayor and School Board President. Two of the eleven members were the Mayor and the School Board President. During the past eighteen months the commission has met almost monthly to discuss issues that affect youth in the Lodi area. This has included but not limited to: • Teen Center • Curfew Ordinance • wet N wild Event - Lodi Lake • Youth Page in Newspaper These meetings have been adequate, but have left the members with a feeling of frustration. The youth commission is missing one main ingredient, that is the active participation of youth. REORGANIZATION OF THE YOUTH COIM+IISSION Recently, the commission met to discuss the reorganization of the commission. It is being recommended the Youth Commission become exactly that "A y=h Commission." YOUTH COMbIISSiON The Youth Commission will be comprised of seven youths and five adults from the community. The youth's ages will range from 13 to 19. The length of the term for the youth members will be for two years, while the adult members will serve for four years. Applications for the youth commission positions will be taken from December 21, 1994 through January 21 , 1995 by the City Clerk. Applications will be reviewed by the adult commission members. A list will be forwarded to the Mayor for final recommendation and approval by the City Council. The goal will be to have youth commission members who represent the entire community. ADULT bUME i.S The current Youth Commission will stay in place, primarily as the rale of advisors. The adult advisory members will serve for a period of four years. As vacancies occur they will be posted by the city sleds and citizens can apply. The Mayor will review the applications and make a recommendation for approval by the City Council. REPORTING Currently the Youth Commission does not have a direct reporting obligation to any of the city departments. However, the Park & Recreation Department has been very supportive with providing staff assistance. It is rocnn- mended that the youth commission formally report to the City Council, but work it the Paris and Recreation Department. The reporting relationship would mirror that of the Paris and Recreation Commission. ORGAN17.ATION At the fust meeting in June, the Youth Commission will elect a Chairman, Vice Chairman, and Secretary. Their term will be for one year. The Chairman will preside over the meeting. Should the Chairman be absent, the Vice Chairman will preside over the meeting. Seven of the eight members will sit along the dais. The adult members will sit in the audience. MEETINGS The full Youth Commission will meet once a month. These meetings will be held on the second Thursday of each month. The meetings will be held at the Carniege Forum, starting at 7:00 P.M. The youth will adhere to current Robert's Rules of Order. Subcommittee meetings (if required) will be held on the fourth Thursday of every month. These meetings will start at 3:00 P.M.. The following items of concern are provided as a basis. As the Youth Commission develops these issues may adjust & change. The first meeting of the Youth Commission will be held on February 9, 1995.
