BACKGROUND INFORMATION: The City Council approved funds to purchase a one -ton cab and chassis in the 1994-95 Sewer Equipment Replacement Fund. Council approved specifications and advertisement for bids to November 16, 1994. The attached council communication (Exhibit A) details the reasons and the need for the replacement. We opened bids on December 1, 1994 and received the following two bids: Plummer Pontiac, Cadillac, GMC, Lodi $ 20,939.05 Sanborn Chevrolet, Lodi $ 23,462.41 Neither bidder met the specification for an extended cab, which is a necessary feature for this vehicle. We request the Council's approval of the revised specific-ations which more clearly outline the requirement for an extended cab. The proposed new bid opening date is January 12, 1995. BACKGROUND INFORMATION: Funds to purchase a one -ton cab and chassis for the Wated'Wastewater Division of the Public Works Department were approved and budgeted in the 1994-95 Sewer Equipment Replacement Fund. The new unit will replace Service Tnx k 04- 073, a fully depreciated 1986 Dodge ttuee-quarter4on pickup with an odometer reading of 77,512 miles. A Plant and Equipment Mechanic uses this vehicle on a daily basis. Other WaterAMastewater Division personnel utilize 4 to respond to system problems and customer calls after hours, on weekends, and on holidays. Service Trude 04-073 was purchased for $12.030.00 and has accumulated repair costs of $8,989.12. We are upgrading from a three -quarter -ton to a one -ton king -cab to provide us with more lockable storage area and greater flexibility for a variety of maintenance functions. The utility body from the existing service truck will be retained and remounted on the new cab and chassis. The current service truck will then be transferred to Parks and Recreation after installation of a truck bed from storage. It will replace Truck 07-115, a 1974 Ford half -ton pickup purchased on August 4. 1974. Truck 07-115 has an odometer reading of 218,005 miles, an accumulated cost of $8.425.86, and has served its usefulness. This truck is not of sufficient size nor strong enough to meet the anticipated needs of the Parks and Recreation Department. Staff recommends that Council reject all the bids, approve a revised specification which more clearly outlines the requirement for an extended cab, and authorize readvertising for bids. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that all bids received are hereby rejected for the purchase of a one -ton cab and chassis for the Public Works Department's Water/Wastewater Division, and hereby approves a revised specification and authorizes staff to readvertise for bids.
