AGENDA TITLE: Contract Award for Pig's Lake Levee Repair ($36,700)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the
above project to Altman General Engineering of Yuba City in the amount of $36,700.
BACKGROUND INFORMATION: This project will install approximately one hundred lineal feet of erosion -
control structures, consisting of logs, stumps and boulders, along the river side
of the levee. An impermeable cutoff trench will be installed along the
centerline of the levee and a permeable trench will hydraulically connect
Pig's Lake with the Mokelumne River. The work will be done this winter while the Woodbridge Irrigation District
has its boards removed from the dam.
Plans and specifications for this project were approved on August 17, 1994, and bids were received on
September 21, 1994. Only two bids were received on that date. The apparent low bidder submitted an improper
bid and the second bidder's proposal was almost double in price. Staff recommended that the bids received on
September 21 be rejected and the project be rebid. On October 5, the City Council rejected the two bids and
authorized the rebidding of the project. The City received the following five bids or this project on October 19:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR PIG'S LAKE LEVEE REPAIR
WHEREAS, in answer to notice duly published in accordance with
law and the order of this City Council, sealed bids were received and
publicly opened on October 19, 1994 at 11:00 a.m. for the bid for Pig's
Lake Levee Repair, described in the specifications therefor approved by
the City Council on August 17, 1994; and
WHEREAS, said bids have been compared, checked, and tabulated and
a report thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award of the bid for
Pig's Lake Levee Repair be made to the low bidder, Altman Contractors
of Yuba City, California;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of bid for Pig's Lake Levee Repair, be and the same is hereby
awarded to Altman Contractors of Yuba City, California, the low bidder,
in the amount of $36,700.
