COUNCIL COMMUNICATION
AGENDA TITLE: Conduct Public Hearing to Consider the Eastside Alley Lighting Project
MEETING DATE: November 2 1994

RECOMMENDED ACTION: That the City Council conduct a public hearing to consider staff
recommendations and citizen input regarding the installation of new light
fixtures in alleys as a part of the Eastside Alley Lighting Project. It is
also being requested that the City Council approve staff recommendations as presented, and authorize the
advertisement of bids for this project.
BACKGROUND INFORMATION: At the request of the Eastside Improvement Committee, the City
allocated $100,000 in Community DeN ,lopment Block Grant
funds from the 1993-94 entitlement for the Eastside Alley
Lighting project. The project area is bordered by Lockeford Street, Cherokee Lane, Kettleman Lane, and
the Southern Pacific Railroad Tracks. In consultation with the Lodi Police Department and the Eastside
Improvement Committee, staff determined that all alleys in this area need additional illumination.
Railroad Avenue, while not an alley, is also being recommended to receive lights. According to the Lodi
Police Department and the Eastside Improvement Committee, this street is especially dark and generates
a large number of police calls.
Proposed locations of the new light fixtures will be shown on a wall map displayed in the council
chambers. These locations as well as the projected costs have been reviewed and approved by the
Eastside Improvement Committee.
In order to install as many new lights as quickly as possible, new lights are only being added to existing
poles and standards. No new light standards will be installed at this time. Installing 180 lights, the cost
of the project will approximate $55,000. This will leave a remaining balance of around $45,000 to pursue
Phase 11 of this project, possibly next year. At that time, additional alley and street locations will be
considered.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, November T, 1994 at the hour of
7:00 p.m., or as soon thereafter as the matter may be heard, the City Council will conduct
a Public Hearing to consider the.following matter.
a) Eastside Alley Lighting Project.
Information regarding this item may be obtained in the office of the Community
Development Director at 221 West Pine Street, Lodi, California. All interested persons
are invited to present their views and comments on this matter. Written statements may
be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral
statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those
issues you or someone else raised at the Public Hearing described in this notice or in
written correspondence delivered to the City Clerk, 221 West Pine Street, at or prior to the
Public Hearing.
