AGENDA TITLE: Approve Hours of Operation and Fare Structure for GrapeLine
FETING DATE: October 5, 1995

RECOMMENDED ACTION: The City Council adopt an operating schedule (Exhibit A)
and fee schedule (Exhibit B) for Dial -a -Ride and the
GrapeLine.
BACKGROUND INFORMATION: The City's transportation consultant Jim Brown has given
us a draft of proposed operating hours for Dial -a -Ride
and the GrapeLine along with a proposed set of fee
schedules for both.
Both of these have been reviewed by the Planning Commission and the Transportation
Committee. Before the City Council meets I will also have met with the Senior
Commission to obtain their input.
There are presently two concerns which have been put forth which the City Council
needs to resolve. The first is the offering of Sunday morning service for
Dial -a -Ride. The concern is that we will have a demand which we cannot meet. If
we have a number of people who want to be delivered at the same time or to be
picked up at the same time, Dial -a -Ride will have problems meeting its
obligations. If the demand is great we can always begin bus service to meet the
needs. The unfortunate aspect of this is that if we offer bus service we must
also offer Dial -a -Ride service. We are prepared to offer the Dial -a -Ride service
as has been recommended, but want the City Council to be aware of the concern.
The second concern has to do with the increase of the Dial -a -Beide fare being
increased from $.50 to $1.00. The reason for the recommended increase is two fold
- we must meet a 20% fare box recovery on Dial -a -Ride and are not meeting that
requirement and an increased fare will be a greater incentive to use the
GrapeLine. Mr. Brown has informed me that our $.50 Dial -a -ride cost is among the
lowest in the valley. Citizens utilizing the service to Woodbridge now pay $1.00,
those utilizing CAT pay $1.00, and those using the new service offered by the San
Joaquin Regional Transit System will pay $1.50.
