COUNCIL COMMUNICATION
AGENDA TITLE: Designate Voting Delegate and Voting Altemate for the National League of Cities
Congress of Cities Conference in Minneapolis, Minnesota, December 1 - 4, 1994

RECOMMENDED ACTION: That the City Council, by motion action, designate Mayor Sieglock as the
Voting Delegate and Council Member Pennino as the Voting Alternate to
represent the City of Lodi at the National League of Cities Congress of
Cities Conference.
BACKGROUND INFORMATION: This year's National League of Cities Congress of Cities
Conference is scheduled for December 1 - 4, 1994 in
Minneapolis, Minnesota.
The most important aspect of the NLC Conference is the Annual Business Meeting at which time the
membership takes action on conference resolutions.
It is important for cities to take the initiative in developing positive programs for the future. Annual
conference resolutions will guide cities and the National League in efforts to improve the quality,
responsiveness and vitality of local government within this state.
To expedite the conduct of business at this most important policy-making meeting, each City Council
should designate a voting representative and an alternate who will be present at the business meeting.
