AGENDA TITLE: Contract Award for Treated Wastewater Pump and Motor. White Slough Water
Pollution Control Facility Equalization Pond, 12751 North Thornton Road (522,150)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract
for the above project to Pump Repair Service Company of Daly City in
the amount of $22,150.00.
BACKGROUND INFORMATION: This project provides for the purchase and installation of a small
low -lift wastewater pump that transfers effluent from the holding
ponds to irrigate the fields adjacent to the treatment plant. This
equipment is required to more efficiently handle the plant effluent
to the existing and recently expanded farm operations.
On July 6, 1994. eight bids were received for the Treated Wastewater Pump and Motor. A copy of the
bid tabulation sheet is attached. The first four bids do not meet the specifications and are
unacceptable. The fifth bid, a Verti-Line Pump furnished by Pump Repair Service Company, is being
recommended for the award of the contract.
The bid proposal from Pump Repair Service Company also had two informalities that staff is asking
Council to waive in awarding the contract:
1. Pump Repair Service Company used one bid proposal to furnish a price for both the
Verti-Line Pump and the Prime Pump. Deputy City Attorney Luebberke reviewed the bid
proposal and determined that the two bids on one form was not a problem and that the
informality could be waived by the Council.
2. The bid proposal from Pump Repair Service Company also indicated that the Verti-Line
Pump would be delivered eight to ten weeks after the submittals had been approved.
The specifications provided for 30 working days. Pump Repair Service Company
informed the City that Verti-Line Pump Company was recently purchased by
Aurora Pump Company and that there is a large backlog of orders because of the
merger. The additional few weeks of delivery time on the pump and motor will not cause
a problem at the treatment plant.

A comparison was made between the cost of running two of the existing 60 horsepower pumps
or running one 60 horsepower pump with the new 20 horsepower pump. The annual energy
and maintenance savings will be approximately $9,000.00. This savings will pay for the
purchase and installation of the 20 horsepower pump and motor in less than three years. As
this is a reasonable payback period for any capital improvement, staff is recommending that
Pump Repair Service Company be awarded the contract for the treated wastewater pump and
motor.

WHEREAS, in answer to notice duly published in accordance with
law and the order of thie City Council, sealed bids were received and
publicly opened on July 6, 1994 at 11:00 a.m. for the bid for Treated
Wastewater Pump and Motor, White Slough Water Pollution Control
Facility Equalization Pond, 12751 North Thornton Road, described in the
specifications therefor approved by the City Council on June 1, 1994;
and
WHEREAS, said bids have been compared, checked, and tabulated and
a report thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award of the bid for
Treated Wastewater Pump and Motor, White Slough Water Pollution
Control Facility Equalization Pond, 12751 North Thornton Road be made
to the responsible bidder whose proposal and equipment met City of Lodi
specifications, Pump Repair Service Company of Daly City;
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Cotsicil that
award of bid for Treated Wastewater Pump and Motor, White Slough Water
Pollution Ccntrol Facility Equalization Pond, 12751 North Thornton Road
be and the same is hereby awarded to Pump Repair Service Company of
Daly City, in the amount of $22,150.00.
