COUNCIL COMMUNICATION
AGENDA TITLE: Report Regarding California Youth Soccer Association Proposal
MEETING DATE: August 17, 1994

RECOMMENDED ACTION: That the City Council be brought up to date regarding the California
Youth Soccer Association proposal to the City.
BACKGROUND INFORMATION: The City has been approached by the California Youth Soccer
Association (CYSA) to explore the feasibility of building a youth
soccer sports complex on City owned property near the White
Slough Treatment Plant. The CYSA at this time is proposing to
build the following:
o Approximately 47 soccer fields (one of which would be a "stadium" complex with seating of
2500 to 5000 for championship games).
o A 7,000 square foot administrative office building for six full time employees and numerous
temporary employees.
o A dormitory to house approximately 125 individuals during clinics, workshops, tournaments,
etc.
o Landscaping, parking, lighting, and a concession stand
The complex would be utilized year round for soccer tournaments, Olympic Development
Training Sessions in conjunction with California South, and workshop training for players,
coaches, and referees. There is a possibility that one or two international youth tournaments
might be held during the summer. Initially ea :h tournament could draw in excess of two
hundred teams and could grow to three hundred teams or more for each tournament. Fields
would be made available for local youth soccer teams from late August to mid-November when
there is less of a demand on CYSA for fields

CYSA officials have indicated that to build the complex, they will need to lease approximately
240 to 400 acres of land and will need "gray" water from White Slough to maintain the fields. At
this time, the Public Works Department is evaluating whether or not the CYSA water needs can
be met by the City. Public Works staff will conclude their study by the first week in September
and will be prepared to make a recommendation at that time.
The economic impact to the City of Lodi has the potential to be incredible. Players and their
families will need lodging, meals, entertainment, and other goods and services. CYSA officials
have stated that other youth soccer complexes have brought in millions of sales tax revenues
for cities in a course a few tournaments.
CYSA will make a decision within sixty days as to whether or not to pursue the Lodi site. Their
decision will be based on whether the City of Lodi can lease the land to CYSA and whether their
water needs can be met. They have stated that they would like to be up and operating at the
new site by September 1995.
