AGENDA TITLE: Amendment to Chamber of Commerce Street Faire Agreement. Extension of
Street Closure Limits
MEETING DATE: August 17.1994

RECOMMENDED ACTION: That the City Council approve amendments to the Chamber of
Commerce Street Faire Agreement to extend the street closure limits as
requested.
BACKGROUND INFORMATION: Due to the growth of the number of food and merchandise vendors at
the Street Faire, the Chamber of Commerce has requested additional
street closures to include Elm Street and the extended street closure
limits as described below and shown on Exhibit A. Since these limits
are included in the Agreement previously approved by the Council and they will involve businesses that
may object to the closure, the changes have been brought to the City Council for consideration.
• LOCUST STREET - extend the east limit easterly from the most westerly driveway east
of School Street approximately 200 feet to include Locust Street to the west side of
Sacramento Street.
Some of this area has already been used by the Street Faire with no problems.
• ELM STREET - add Elm Street from 40 feet east of the east side of Church Street to
the west side of Sacramento Street (approximately 700 feet).
This was previously excluded to allow easy Fire Department access from the main
station located on Elm Street west of Church Street. In reviewing this with the
Fire Department, they noted that the primary response for emergency medical calls east
of the Southern Pacific tracks is handled by Station 2 on East Lodi Avenue. (Given that
the closure is only for two days per year, the relatively small area affected, and the
crowds that would be present on School Street even if Elm Street was open, the
Fire Department approved the closure.)
• OAK STREET - extend the east limit easterly from the most westerly driveway of the
Post Office to include Oak Street to the west side of Sacramento Street (approximately
280 feet).

This may cause some conflict with the Eagles Lodge and the Post Office drop box. The
Eagles has operated a breakfast and beer garden on Street Faire days. They also may
have unrelated events (wedding receptions. etc.) on the night prior to the Faire. Since
this street is used for Street Faire food vendors, set up occurs also on the night prior to
the Faire.
The Post Office allowed the closure of the drop box and use of their parking lot at the
last Street Faire. Since the Post Office is part of the Federal government, staff
requested that the Chamber obtain its consent in writing as a condition of this change.
• WALNUT STREET - extend the west limit westerly from the Cottage Bakery parking lot
driveway approximately 150 feet to the east driveway at City Parking Lot #1 and extend
easterly from the east driveway (bank parking lot) approximately 40 feet to the west side
of Sacramento Street.
The westerly extension will cut off the Cottage Bakery parking lot during the Faire.
Although the bakery is open the day of the Faire, we see this as no different than any
other downtown business that remains open when their vehicular access is also
eliminated. The abundance of pedestrian traffic should easily outweigh the Toss of
vehicular traffic.
The easterly closure is no problem.
These closures are maximum limits. According to Chamber officials, estimated vendor occupation will
be less than that described, particularly on Elm and Locust streets. However, staff recommends the
entire lengths described to cover possible growth and save time and effort in subsequent changes.
FUNDING: None required.

The Lodi Chamber of Commerce, and specifically the Lodi Street Faire Committee.
has asked me to comment on the inclusion of the 00 - 99 block of West Oak Street
for the Street Faire held each October and May.
I have no operational reasons to not allow the Street Faire to include Oak Street
from Sacramento to Church Street. The Street Faire is held on Sundays, which are
not normal post office operation days. As well, the number of people attending the
Street Faire is a deterrent for any post office box customer to come to the post
office.
After attending the last three Street Faires, I see no reason not to include Oak
Street as part of the Street Faire.

Res Street Fair Closures
Dear Jack,
I received the information on the proposed closure of Walnut Street
during the Chamber Street Pair.
Our business services customers who order large cakes which are
very fragile and weigh from 4-15 lbs each cake. The boxes are
18x26 inches in diameter and are not designed to be carried very
long distances. Due to the size of the cakes and age of our
customers, our elerke regularly carry products to their caro for
them. We sell about 20 large cakes each Sunday. In addition, we
service 200 customers who buy more items than 1 person can carry
several blocks. We also deliver large wedding cakes which we need
to load into our van directly from our store.
It is a hardship on our customers and an inconvenience to them to
be unable to reach our business conveniently on the 3rd busiest
day of the week, every week.
I can't believe that it is necessary to block our street to bring
in more vendors from outside Lodi. There is sufficient room to
accommodate booths to the east side of School St. and not alter
current viable traffic patterns.
