Purchase of Transit Buses

COUNCIL COMMUNICATION
Cotmcilmember Pennino, Dennis Callahan, Omer Coulter
and I met with representatives of 81 Dorado Bus Sales,
the low bidder for transit vehicle, to explore the
feasibility of purchases CNG or unleaded fuel buses on
Monday August 8, 1994.
We were notified that for the size vehicle we are purchasing that us of this
date there are no certifiable conversion kits to convert gasoline to CMG.
Therefore, we issued a purchase order for the purchase of unleaded gasoline
vehicles.
RECOMMENDED ACTION:
The City Council authorize the Purchasing Agent to
advertise for two additional buses using the same
specifications as for the last purchase.
BACKGROUND INFORMATION: The 1993-94 transit claim has provisions for two
replacement vehicles for the present Dial -a -Ride
fleet. We have three options available to us to
procure those vehicles.
1. Rewrite the specifications and do a formal bid.
2. Purchase tro full size vans using the State of
California master contract.
3. Request of those that bid on the last bid to
modify their response to provide additional
vehicles.
We presently have two vehicles needing replacement with over 100,00 miles.
These vehicles are showing signs of wear and must be replaced soon.

Option 2 is viable and has a cost of approximately $5,000 less than purchasing
buses. Ne are not recommending that option as we have no experience with the
lifts, we want to standardise our fleet to the greatest extent possible and the
buses are more versatile than vans. Ne can use the new buses either•in
Dial -a -Ride or to supplement the fixed route system whereas we cannot do the
same with vans.
Option 3 while it sounds simple, is quick, and likely will produce the same
results has enough irregularities with our past practices and our purchasing
ordinance to place in jeopardy our federal funding.

TWO (2) MID-SIZE PARATRANSIT BUSES NOTICE INVITING MS
CITY OF LCUI, CALIFORNIA
The City of Lodi hereby invites sealed proposal for furnishing and delivering two (2) mid-
size paratransit buses in accordance with this notice and specifications on file and
available from the City of Lodi, Public Works Department, City Hall, 221 West Pine Street,
Lotti, CA 95240. No bid will be considered unless it is submitted on a proposal form
provided by the City of Lodi.
Said sealed proposals shall be delivered to the Purchasing Officer, City of Lodi,
221 West Pine Street, Post Office Box 3006, Lodi, CA 95241, at or before
11 a.m., Tuesday, September 6, 1994
and will be publicly opened and read at that time in the Public Works Conference Room,.
City Hall, 221 West Pine Street, Lodi, California.
The City of Lodi reserves the right to reject any or all bids, to waive any informality in any
bid, to accept other than the lowest bid, or not to award the bid.
Reference is hereby made to said specifications for further details, which specifications
and this notice shall be considered part of any contract made pursuant thereto.
