Sacramento Street. BACKGROUND INFORMATION: The Lodi Police Department has filed a formal protest against the issuance of'an ABC License to the El Grullense Cantina, located at 117 N. Sacramento Street. The Council needs to decide if the City should allow a conditional use license to be issued at the above location. Some examples of conditions that could be placed on this business are as follows: 1) The serving of beer and wine only in conjunction with the serving of meals. 2) Limitations placed on the number of hours the establishment may be open for business. 3) The requirement of a security guard. or any other conditions the Council sees fit to initiate. CALIFORNIA 95240 ` (2091333.6727 The purpose of this letter is to formally protest the issuance of an ABC license to the owners of E1 Grullense located at 117 N. Sacramento Street. A you are aware, I am meeting with the owners and representatives of this business to determine if some sort of conditional license might address our concerns. The primary concern of the Lodi Police Department is that this new business is located in a high crime area that has a disproportionate amount of alcohol related crimes. There have been several businesses in the 00 to 100 Block of North Sacramento Street that have been closed down through the cooperative efforts of the Lodi Police Department and ABC. The dilemma the City is facing with the issuance of a license to the E1 Grullense is a concern for an additional alcohol establishment vs. the concern for revitalizing the downtown area. In any event, in order to meet the July 1 deadline, please consider this our formal protest to the issuance of a license. It is my understanding that if some sort of compromise can be reached, the City of Lodi can formally withdraw this protest. Sincerely, Larry DHansen Chief of Pclice LDH:sm
