CITY OF LODI
COUNCIL COMMUNICATION
AGENDA TITLE: Federal Funding of Street Lighting (information Only)
MEETING DATE: April 6, 1994
PREPARED BY: Public Works Director
RECOMMENDED ACTION: Information only.
BACKGROUND INFORMATION: As indicated in the Capital Improvement Program report made to
the City Council in the fall of 1993, staff has pursued obtaining
federal grants for street lighting projects. We recently received
word from Caltrans, who administers these funds, that we have
competed successfully on two of three applications we submitted under the Hazard Elimination Safety
Program. They are:
• Cherokee Lane Arterial Lighting - Installing 73 additional lights between Pioneer Drive
and Almond Drive, $290,000 at 100% reimbursement.
• Various Arterial and Collector Streets - Installing 167 additional lights on various streets
per the attached list, $289,000 at 100% reimbursement.
We have a number of procedural hoops to go through before we can finally secure the funds, and we
will have to award contracts and be reimbursed afterwards. The biggest concern is that the Program is
over programmed by 25% and project plans and specifications will be approved on a first -come -first-
served basis. This may be a problem on the Cherokee Lane project if we wish to coordinate this project
with the revitalization study. We should discuss this with Michael Freedman in the near future.
This is the first time we can recall that the City has obtained these funds. Thanks and congratulations
should go to Electric Utility engineering and Public Works traffic engineering staff who put together the
applications in a very short time frame in order to meet the submittal deadline.
FUNDING: Hazard Elimination Safety Program.
