RECOMMENDED ACTION: Information only.
BACKGROUND INFORMATION: After going out to bid twice on this project and obtaining bids which
were more than the Lodi Lake Capital Fund could absorb, it was
decided to have the work done under the issuance of a $5,000
purchase order. This work has been completed and attached is a
summary prepared by the Engineering Technician Supervisor, Mark Chamberlain, who administrated
and provided the surveying for this project.

Subject: Lodi Lake Soil Removal
The purpose of this memo is to give you a brief overview of the regrading project that
was recently completed at Lodi Lake.
Warren E. Gomes Excavating, Inc., of Rio Vista. was hired to perform the work He
was to do the work using a D-5 "Mud Cat' bullduLer and a small paddle -wheel scraper.
(He was the low bidder on the soil removal project that was not awarded.) The quoted
rates were 385/hour per piece of equipment and was written under Purchase Order
#9182. He moved in on February 1, 1994. The use of the paddle -wheel scraper failed
due to the wet condition of the lake bottom soil; the wheels could not get any traction in
the soil. The scraper was needed for hauling the soil across the bottom of tine lake.
Because the D-5 bulldozer could only push dirt short distances, it was decided to cut
down the high area and move it into the adjacent low areas. Gomes Excavating
reduced the rate for the bulldozer and operator to 380/hour because the scraper could
not be used. The small ponds at the east side of the lake were filled. When the large
pond north of the beach area was filled in as much as it could be, it was decided to try
deepening the channel along the west side. The portion of the channel between true
two storm drain outlets was deepened approximately 1.5 feet. After the dozer got stuck
for the second time it was determined that the dozer would do the remainder of its work
away from the water's edge.
The area that was finally graded was the high, sandy ridge running north and south
across the middle of the lake, and the ridge along the north edge of the lake. Dirt was
pushed into the two low areas at the east end of the lake and to the edge of the large
pond. Grades were somewhat difficult to control due to the soil conditions. The high
spots were lowered roughly 1 - 2 feet. The work was finished on F=ebruary 23, 1994, at
a total cost of $5,000.00.
The contours of the lake bottom will be replotted in the fall of 1994 after the lake has
been drained. This will give the graded soil a chance to settle and allow us to more
accurately assess the work accomplished.
