COUNCIL COMMUNICATION
AGENDA TITLE: Purchase of Soft Body Armor (Ballistic Vests) for the
Police Department ($13,307.13)

RECOMMENDED ACTION: That the City Council adopt the attached resolution
authorizing the purchase of 25 Safariland• ballistic vests
from LC Action Police Supply of San Jose, under terms of
a purchase agreement between LC Action and the County
of Contra Costa, in the amount of $13,307.13.
BACKGROUND INFORMATION: The current Memorandum of Understanding between the
City of Lodi and the Police Officers Association of Lodi
(Article XVI, Section 16. 5, paragraph a.) provides that the
City "replace all ballistic vests prior to the end of the...
vests' fifth year." Accordingly, the Police Department is initiating a three-year replacement
program; this purchase represents the first phase of the program.
As a result of officer testing, the Department selected Safariland's Hyper -Lite IIIA vest as the
safest, most comfortable, and most reliable ballistic vest for use by our officers.
Because vest manufacturers rarely give significant price discounts on purchases of fewer than
a hundred vests, the Purchasing Department contacted Safariland and requested authorization
to "piggy -back" on a larger California agency's contract. Through cooperation with Safariland,
LC Action Police Supply provided access to the Contra Costa County agreement, which
currently offers nearly 40% off retail price for the Hyper -Lite IIIA vest.
Since the Contra Costa County bid procedure is in conformance with the City of Lodi's
procedure, and Lodi Municipal Code Section 3.20.040 allows such a purchase with City
Council approval, it is recommended that the City Council authorize the purchase of 25 vests
from Safariland's San Jose distributor, LC Action Police Supply, in the amount of $494.00
per vest (including fitting and delivery), plus tax, or $13,307.13.
FUNDING: Funding for this purchase is included in the Department's account
for safety equipment.

BALLISTIC VESTS FOR TH13 POLICE DEPARTMENT

WZRZ 8. Lodi Municipal Code, Section 3.20.070, authorizes
dispensing with bids for purchases of supplies, services or equipment
when it is in the best interests of the City to do so; and
NOW, THZRZFOtZ, SZ IT RZSOLVZD, that the Lodi City Council hereby
authorizes the purchase of twenty-five Safariland Ballistic Vests from
LC Action Police Supply of San Jose, under the terms of a purchase
agreement between LC Action and the County of Contra Costa, in the
amount of $13,307.13.

During the discussion at the April 20, 1994 Council meeting, Councilmember
Davenport asked what happens to old body armor. Both Lt. McDaniel and I
responded that �A would be discarded. In reviewing the Police Officers
NW, I find tiat:;we have agreed "to the extent possible the City will place
the above exchanged body armor panels into the doors of all patrol and
detective vehicles." Section 16.5C.
We have not began to replace body armor, we do not know the practicality
nor the extent possible to do this.
