HomeMy WebLinkAboutAgenda Report - May 4, 1994 (26)CITY OF LODI J COUNCIL COMMUNICATION AGENDA TITLE: Specifications and Advertisement for Bids for Hazardous Materials Team Response Vehicle MEETING DATE: May 4, 1994 PREPARED BY: Fire Chief RECOMMENDED ACTION: That the City Council approve the specifications and authorize the advertising for bids for a Hazardous Materials Response Vehicle to be used by the City's specialized hazardous materials response team. BACKGROUND INFORMATION: On February 25, 1994, the City received from the State Department of Toxic Substances Control an offer of funding, to a maximum of $35,000, for use in the purchase of an emergency response vehicle and related equipment. This offer provides a unique opportunity to furnish the citizens of Lodi the added protection provided by a team of highly -trained personnel who are well-equipped to respond to haz-mat emergencies, at little additional cost to the City. FUNDING: To be provided by the State of California Department of Toxic Substances Control in Sacramento ($35,000 maximum) BIO OPENING: May 24, 1994 i arry Hughes, Pre Chief Will APPROVED _`� `, THOMAS A PETERSON &cycled Pace, City Manager J CG HAZARDOUS MATERIALS TEAM SECTION 4 RESPONSE VEHICLE SPECIFICATIONS 14,100 GVWR COMMERCIAL CHASSIS AND VAN BODY EQUIPPED FOR USE AS AN HAZARDOUS MATERIALS RESPONSE VEHICLE INTRODUCTION It is the intent of these specifications to describe the minimum acceptable requirements for a 14,100 GVWR commercial vehicle equipped with peripheral equipment, for use as an hazardous materials response veiicle in the City of Lodi, California. Responses to each specification conta-,ied herein must be indicated by either a yes (Y) or no (N). Categories left blank shall be regarded as a no (N) response. "No (N)" responses should be detailed as to exceptions taken. Desirable requirements will be scored and the final selection will be based on the ability to meet specific equipment require- ments. Please note that general statements such as "meets the overall intent of the specifications", or "see company brochures" shall be deemed non-responsive. All respondents must clearly respond on the standard bid forms provided and include detailed information/literature outlining their proposed vehicle. GENERAL INSTRUCTIONS All equipment listed as standard by the manufacturer for the model quoted shall be furnished whether or not such equipment is detailed herein. (Exception: vendor shall not furnish standard items to replace specified optional equipment). Only models of latest design and in current production will be accepted. The Hazardous Materials Team Response Vehicle and all equipment furnished therewith shall be in compliance with all applicahle provisions of the California Vehicle Code, and shall be in full compliance with all provisions of the State of California, Division of Industrial Safety and Cal/OSHA. The unit shall be delivered completely assembled and ready to operate. Upon delivery, it shall be the supplier's responsibility to provide any evidence necessary that the product fully meets the requirements of this specifica- tion. The component parts of the vehicle chassis and body shall be of proper size and design to safely withstand maximum stresses imposed by a capacity load, and the manufacturer's rated loads for axles and bearings must not be exceeded when the vehicle is loaded with such capacity loads. Prior to delivery, the vehicle must be completely serviced with factory capacities and have at least five gallons of fuel in the fuel tank. The vehicle and all components shall operate in conformance with factory intent and in good factory -dealer practice. 4-I The vehicle is to be covered by a factory 12-month/12,000-mile (minimum) parts and labor warranty. All defects shall be corrected by successful bidder or any factory authorized dealer for that vehicle under standard factory warranty. During the warranty period the successful bidder shall bear responsibility and costs for transporting to and from any service or repair facilities. Bids will be considered only on current and new equipment manufactured by a reliable company and supplied by an established California firm, carrying adequate supply of replacement parts. Successful bidder shall furnish, at no charge, one Operator Manual and one Replacement Parts Catalog. Original Dealer's Report of Sale, or Manufacturer's State of Origin, or Bill of Sale and Weight Certificate, and Factory Warranty Guarantee must be furnished to the City at the time the vehicle is delivered. Final acceptance of the vehicle for conformance with the specifications shall be made only at the City of Lodi Fire Department, 210 West Elm Street, Lodi, California. The apparent silence of this specifications or supplemental specification as to any detail, or the apparent omission from it of a detailed description concerning any point, shall be regarded as meaning that only the best commercial practice is to prevail, and that only materials and workmanship of first quality are to be used. Any and all deviations to any of the requirements of this specification shall be stated on the returned bid. Unless so stated by the bidder, the City may, at its discretion, assume that all requirements have been met and may hold the bidder to eachand every part of the specification. The manufacturer's name and model number must be shown on the bid in the designated place; however, that information is not sufficient evidence that the bidder is making an exception. If no exception or deviations are shown, the vehicle will be furnished as specified herein. The completed unit will be used by the Lodi Fire Department as a response vehicle for the Hazardous Materials Team. ITEM DESCRIPTION MEETS SPECS? EXCEPTIONS ------------------------------------------------------------------ GENERAL CONSTRUCTION Van body to be constructed of reinforced aluminum; body to be fitted to cab/chassis so that van floor is above tire level, with no wheel wells built into van body; Rear door shall be roll -up/ roll -down type; DIMENSIONS Overall length, back of cab to rear of van body: not to exceed 190" Overall width: not to exceed 95" Inside Height (Headroom): 80" - 82" INTERIOR Heavy-duty wire -mesh steel shelving, 24" front -to -back, with 1" front lip, 4" end lip, installed as follows: - at 60" above van floor, shelves running from 6" in front of rear door to front wall, to be installed on both interior walls (left and right si es); - at 40" and 20" above van floor, shelves running from 6" in front of rear door to 48" to the rear of front wall, to be installed on both interior walls (both left and right sides); - at floor level, 1" front lip running from 6" in front of rear door to 48" to the rear of front wall, and 4" end lip at front only (rear access to floor storage un mi peded); Heavy-duty wire -mesh steel shelving, 18" front -to -back, with 1" front lip, installed at 60" above van floor, on front interior wall, between the two 24" -deep front -to -back shelves on either side of van; 4-4 r A INTERIOR (Continued) On forward, left (driver's) side of van, install a 1�" thickness plywood workbench with fiberglass (or similar smooth, durable) worksurface, to be used as a desktop. Yorksurface measures 48" wide by 24" deep, and shall be installed so that worksurface top is 26" above van €1oor. Attached below worksurface and located to the right of the operator, shall be a one -drawer file cabinet, full -suspension drawer, capable of storing legal size files. Approximate dimensions are 18" wide by 12" high by 24" deep. Attached immediately below upper storage shelf, and above worksurface, shall be a lateral file/ bookshelf, 48" wide x 14" deep x 13" high, with flipper door with latch; and 48" wide task light mounted under bookshelf (above worksurface), and switched at forward van wall to the operator's right, 2" above desk worksurface. On wall in front of operator shall be installed two 12V electrical jacks, one to left, and one to operator's right, suitab;e for use as power sources for laptop computer and cellular telephone. At the front of the van, a pass-through doorway, giving access to vehicle cab, shall be installed, of standard width, and height determined by size of cab. On the right (passenger) side of van, located from 48" to the rear of the front wall to the front wall, shall be a bench seat, measuring 18" seat front -to -seat back, 17" above floor, with 2" cushions on seat and back. Bench seat should be constructed so that space below seat can be used for storage. Two sets of seat belts shall be installed and properly secured to the vehicle. Installed on van ceiling, center, shall be a 48" light fixture with two 40 -watt fluorescent lamps, to provide interior lighting. Dual switches shall be located to the left of the access door (facing forward) to the cab, and on switch panel located inside rear door to van, right side. 4-5 :;1 EXTERIOR Mounted on each side of box exterior, 6" below van top, shall be two high-quality RV -style canvas awnings, roll -up type, 13 feet wide by 8 feet (extended from van). Installed below awnings, to provide area lighting, shall be flush -mounted circular lights, two each side, switched on panel inside rear door. (Panel shall be installed inside rear door, on right (passenger) side, providing easy access to switches from ground level as well as floor of van). Installed on rear outside of van, top left and right, shall be amber warning lights, 4", one on each side. Dual switched, one switch inside cab, one switch on panel inside rear door, right). Installed on rear outside of van, top, centered, shall be one halogen floodlamp, switched on panel inside rear door, right). Electrical switch panel located inside rear door, right side, shall house light switches as follows: Interior overhead lights, Exterior flush -mount side lights, Exterior amber warning lights, Exterior halogen floodlight. All switches shall be clearly marked. Rear entry to van should be accomo- dated via steps installed at standard heights to provide ease of entry and exit. EXTERIOR PAINT Heavy-duty commercial paint, color white, to match cab color. 4-6
