CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Plans and Specifications and Advertisement for Bids for Lodi Lake Park - West Bank Cleanup Project MEETING DATE: May 4, 1994 PREPARED BY: Parks and Recreation Director RECOMMENDED ACTION: That the City Council approve the plans and specifi- cations for the above project, and authorize adver- tising for bids. BACKGROUND INFORMATION: The work consists of removal and disposal of approx- imately 60,000 square feet of broken sidewalk con- crete, approximately 10,000 square feet of broken asphalt, approximately 25,000 square feet of grape- vine cuttings, 23 various walnut and scrub trees, and other incidental and related work as shown in the plans and specifications for the project. The Fire Department has requested that, as a fire and personal safety meas- ure, the Parks and Recreation Department remove the piles of concrete, asphalt, and grapevine cuttings, and to eliminate any potentially hazardous conditions. During the summer months the area can't be totally cleared of dry weeds and grass, while the mounds of debris and grapevine cuttings pro- vide both an attractive hazard for children to play near, and a concealment for illegal activities. Clearing the area should substantially reduce any liability to which the City may otherwise be exposed. FUNDING: Funds to accomplish this project will be transferred from other Parks Department accounts. Perform all work and provide related materials and labor to clear the site of all identified objects on the existing park site, including disposal of all objects in accordance with applicable laws and regulations. The work consists of the following: 1. Removal and disposal of existing sidewalk concrete, curbing, asphalt paving, trees, and shrubs, and grapevine and other prunings, as identified on Page 2 of the Specifications; 2. Clear all other objectionable materials from the site, so that the site will be ready for grading. B. Upon completion of removal of materials, any disturbed areas shall be rough graded to allow conventional discing by City crews. C. The contractor is cautioned that the east side of the project area along Lodi Lake is not secured from the public, and adequate measures must be taken by the contractor to protect the public. The gates shall be se- cured by the contractor at all times except during actual hauling opera- tions. D. The contractor shall be responsible for dust control in conformance with applicable San Joaquin Unified Air Quality Control District regula- tions. At the request of the contractor, water for dust control and project execution will be furnished by the City of Lodi without cost to the contrac- tor. Water is available from fire hydrants near the project boundaries at the location(s) shown on the plans. The contractor shall furnish and use City -approved hydrant wrenches. Necessary precautions to prevent dust nuisance shall be taken during all phases of the work, on non -working days, and to final acceptance of the work. Payment for dust control and watering shall be considered as included in the various items of work and no additional compensation will be allowed therefor. LODI LAKE PARK - WEST BANK CLEANUP 1301 WEST TURNER ROAD 017 SECTION 4 SPECIFICATIONS - PAGE 2 ITEM #I: Remove approximately 60,000 square feet of broken sidewalk/con- crete, located towards the south entrance of the West Bank area. (To our knowledge, all concrete is free of steel). Concrete piles shall be removed to level ground, and all visible pieces of concrete larger than 2" x 2" x 2" shall be removed from the lot. ITEM #2: Remove approximately 10,000 square feet of broken asphalt, located toward the south gate entrance to the West Bank area. Asphalt piles shall be removed to level ground, and all visible pieces of asphalt larger than 2" x 2" x 2" shall be removed from the lot. ITEM #3: Remove (11) piles of grapevine cuttings, located in various areas of the 13 -acre parcel as shown on the plan. The approximate di- mensions of each pile of cuttings are 4 feet high by 35 feet wide by 65 feet long. All piles shall be removed to level ground, and all fragments larger than approximately 2" x 2" x 2" shall be removed from the lot. ITEM #4: Remove (23) various walnut and scrub trees. All stumps and roots shall be ground to 24" below grade or to smaller than 3" in diam- eter. Grindings may remain on site to be tilled into the soil by City crews. The City will place a red flag around any tree that should not be trimmed or removed. All flags will be in place prior to the walk-through. On-site burial of any concrete, asphalt, cuttings or tree limbs is not per- mitted. All materials specified for removal must be removed from the site, and disposed of in an approved manner. This area appears to have evolved into a dumping area. The mounds of debris are attractive to children to play on and provide concealment for illegal activities for teenagers of which a high volume pass by this area in route to Woodbridge School. As witnessed during the 4th of July Celebration, the area cannot be adequately cleared of weeds in the areas of the piles. Several small fires uccurred in and around the "rock" piles as a result of a misfire of one pyrotechnic device. As a Fire and Life Safety measure, the Fire Department is requesting that the Parks and Recreation Department remove the piles of dirt, rock, asphalt, trimmings etc. We require removal for all other property owners on our weed abatement program and must insist that the City also comply with this requirement. MAW LOF CITY OF LoDI COUNCIL COMMUNICATION AGENDA TITLE: Plans and Specifications and Advertisement for Bids for Well Drilling, Well 25,1014 Holly Drive MEETING DATE: April 20, 1994 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project and authorize advertising for bids. BACKGROUND INFORMATION: This project consists of drilling one 380 -foot deep municipal water well. This well will be located in the play field of Washington School, facing Holly Drive. An agreement with the Lodi Unified School District for the use of the site is being prepared now. In order to keep this project on schedule and have the well on line this summer, we are asking for bids as we work on the agreement.
