HomeMy WebLinkAboutAgenda Report - May 18, 1994 (39)Of CITY OF LO D I COUNCIL COMMUNICATION AGENDA TITLE: Public Works Department Adopt -a -Street Program MEETING DATE: May 18, 1994 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council review the Adopt -a -Street Program and give its approval to the program and its promotion. BACKGROUND INFORMATION: This program is patterned after Caltrans' Adopt -a -Highway Program and was instigated after staff received an inquiry from Dr. Doug Gerard requesting that we establish such a program. Last year, Dr. Gerard contacted Caltrans because he was interested in cleaning up Highway 12 (Kettleman Lane) within the City limits. Caltrans refused to establish an'Adopt-a-Highway' on Kettleman Lane, which lead Dr. Gerard to contact us. Under this program, one- to two-mile sections of major streets can be adopted for a two-year period. The streets available for adoption are shown on the attached map. The program is geared to groups and organizations; however, individuals or businesses may also participate. The City will pay for and install recognition signs at each end of the project. In addition to the group's name, a logo or insignia can also be placed on the sign at the group expense. The City will provide trash bags for participants and pick up the full trash bags the first City workday after the scheduled cleanup. If approved, staff will send letters to the Chamber and local groups advising them of this program. The safety of participants is a major concern; therefore, the City will meet with group representatives to discuss the participants' safety training before any work is started. Attached is a copy of our proposed informational flyer, agreement and safety requirements. The program costs would be the one-time expense of purchasing and installing signs and the annual expense of providing and picking up the plastic trash bags. Since all streets will probably not be adopted in one year, the funding can be absorbed by the existing street maintenance and operations budgets. (M.ruAl agree to adopt , from ($4W Nam) for a two-year period beginning It is understood that we are responsible for removing litter, trash, weeds, and excess grass from both sides of this street on at least a quarterly schedule. The Street Division will be notified by calling the Street Superintendent at 333-6740 each time a work day is scheduled so that the City can pick up the full trash bags the following work day. City -furnished trash bags may be picked up at the Municipal Service Center, 1331 South Ham Lane, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. In recognition of the individual/organization adopting the street, signs will be placed at each end of the project area. If you want your logo or insignia on the sign in addition to your name, you can have them made by the sign vendor for $35470 each, depending on design/colors. Allow one month for sign placement. It is understood the City is not an employer of the individual or group adopting the street. Participants hold the City harmless for death, injury or property damage which may result from participation in this program. Nothing contained in this Agreement shall be construed as assigning the City the status of employer or as making any individual or group an employee or agent of the City. It is agreed that one or two representatives of the group will inert with the Street Superintendent to discuss the program before any work begins. It is also agreed that the attached Exhibit A. Organizations will be responsible for selecting their workers. Participants must realize they are working in a potentially hazardous environment and diligently follow all safety requirements listed below.- Each elow: Each participant will be required to wear an orange vest which must be furnished by the individual or group adopting the street. (Safety vests are available at Fisco, Orchard Supply, Wal-Mart, Target and oP er stores in Lodi and vary in price depending on the type. Some of these stores carry the vests only seasonally.) * Do not work during inclement weather. 0 Do not start work before dawn and discontinue work before dusk. Do not touch potentially hazardous materials such as powders, chemicals, weapons, or sharp objects. * Minors must be supervised by a responsible adult. The City of Lodi's "Adopt -a -Street' program is very similar to Caltrans' Adopt -a -Highway program. Our program will enable local individuals, organizations or businesses to promote community pride and civic responsibility while providing recognition to those individuals or groups who help to clean and beautify City streets. Under this program, one- to two-mile segments of major or collector streets can be adopted for a two-year period. The City will pay for and install recognition signs at each end of your project. If you want your logo or insignia on the sign in addition to your name, the sign vendor will make them for $35-570 each, depending on design/colors. WHO CAN PARTICIPATE? * Individuals * Local organizations, sch&ols and churches • Businesses PARTICIPATE BY: * Removing litter and trash * Removing weeds and unwanted grass * Financially sponsoring the landscaping, trees and irrigation systems within unimproved medians. Recognition for this type of participation will be worked out individually with each sponsor. THE REWARDS Aside from your own satisfaction and the obvious benefits to the citizens of Lodi, there is public recognition of your work. The City will place recognition signs at each end of your project. If you want to provide your logo or insignia, it will be placed on the signs also. YOUR COMMITMENT: * Provide each participant with an orange safety vest. * Notify the Street Superintendent of your scheduled work day. * Pick up litter and trash and remove weeds and excess grass from your street. * Follow all safety requirements. * Schedule at least one work day per quarter, * Provide logo or insignia -f you ::nnt them on the recognition signs. Costs range from $35 - $70 each. * Financial sponsors will work with the City to complete their projects. CITY COMMITMENT: * We provide trash bags for the program. * We dispose of the full trash bags. * We encourage participants to recycle items for their organization's benefit. * We pay for and install recognition signs. * We will coordinate efforts of financial sponsors to fulfill their wishes. SAFETY * The program depends on the common sense and responsibility of individual participants. * Participants must realize they are working in a potentially hazardous environment and follow all safety requirements. * Participants hold the City harmless for death, injury or property, damage which might have been prevented by their action. ADOPT,A-STREET AGREEMENT Participants will sign an agreement with the City of Lodi which states the safety requirements and the responsibilities of the City and any irldividual, group, or organization adopting a street. This agreement will be signed befow any work under the program is started. HOW TO GET STARTED , * Select the street you would like to adopt. * Discuss the location and project with the Street Superintendent. * Complete the program agreement. * Allow one month for sign placement. • Review and follow safety requirements. • Perform the work satisfactorily. If you want a street which has already been adopted: Your name can be placed on a waiting list. If the current adopter quits, you will have a chance to adopt that street according to your rank on the waiting list.
