COMMENTS BY DAVENPORT: TELEVISING OF MEETINGS BY KING VIDEOCABLE; WHY
PROCLAMATIONS FOR FIRE FIGHTERS WAS NOT ON AGENDA; LETTER FILED OPPOSING
APPOINTMENT OF STEVE RADDIGAN AS INTERIM FIRE CHIEF; SHOULD LOOK INTO
BECOMING CHARTER CITY; ETC.
Council Member Davenport thanked the public for attending the meeting and commented
on the following matters: (1) Attended the candidates forum for the 4th District
Supervisorial race at the Grape Festival and was disappointed that only a few Lodi
residents were in attendance. ting Videocable televised the forum without any problems;
however, the City Manager once told Mr. Davenport that ting Videocable Company could
not televise from there; (2) Questioned why his request to present awards to the fire
fighters who assisted in the Malibu fire and who apprehended an arsonist was not placed
on this agenda. He hopes this will not happen again; (3) Stated that he has received the
video tape from the Mayor which was presented to the City Council at its last meeting
from Mr. Dick Phipps, and he will take a look at it, (4) Filed a letter with the City Clerk
opposing the City Manager's appointment of Steve Raddigan as the Interim Fire Chief, (5)
Stated that he was glad to see that the four-year term for the Personnel Board of Review
members has been corrected to three years; (6) Indicated that he would like to receive all
letters of resignation from board and commission members in a timely manner; (7) Agreed
with the comments from Mr. Crabtree at the last City Council meeting that the City of Lodi
becoming a Charter City is something that should be looked into, and he is in favor of it;
(8) Commented on the City of Escalon who recently "did away" with its City Manager and,
instead, having the City Council run the City on its own. Mr. Davenport thinks this is a
good idea, and that the City of Lodi should do the same; (9) Received comments from
citizens that $4.00 for admission was too high for the Arts and Rec at the Lake event and
the noise was too loud. Mr. Davenport would like to receive an accounting of how much
money was taken in and how much went to the City. In the future, City residents should
be allowed to bring in own food for picnics; and (10) Reminded the public about the
Central City Revitalization Project Workshop scheduled for Monday, June 6, 1994 at 7:00
p.m.

SUSJT: APPOINTMENT OF STEVEN RADDIGAN AS INTERIM FIRE CHIEF
It is my duty as a City councilmember and member of this
community &o oohiggtt to your unilateral appointment of Steve
Raddigan on May 24, 1994 to serve as interim Fire Chief of the
Lodi Fire Department. I believe your appointment condones
criminal activity and inappropriate conduct in City government.
The grounds for my objection are:
1. Steve Raddigan has a history of assault and battery on
both myself and others on several occasions of which you are
aware.
2. He has cheated on State Fire Marshall sponsored education
program testing in the past of which you are aware.
3. He has falsified records as a Fire Science instructor and
has been barred from teaching of which you have knowledge.
4. There are several complaints from citizens and business
owners filed with the City Management concerning his conduct and
demeanor as a fireman and fire marshall.
5. He has been arrested on the charge of abusing women which
you are aware.
6. He has made unauthorized use of City vehicles which you
are aware.
7. Recently a rekindle of a garage fire under Steve
Raddigan's command resulted in a total loss of a citizens garage
and contents on Tokay Street, resulting in a lawsuit against the
City.
These incidents above are either personally known to me or
believed to be true and can be verified. This list is not
exhaustive. Many citizens in the community have expressed their
concerns over this issue to me.
You have stated to me Steve is the best man, will hold the
organization together and will make an excellent Fire Chief. I
disagree, in my opinion Steve Raddigan is not deserving of a fire
chief position. I suggest that you reconsider your appointment
for interim Fire Chief.
For the best interests for the City of Lodi and it's
citizens, I suggest you appoint Stan Mall as interim Fire Chief.
Stan Nall has the best interest of the Fire Department and the
City at heart. Stan would improve the morale of the Fire
Department which is greatly needed at this time. Stan is well
respected and liked by his fellow firemen and the community.
Stan definitely has the experience and qualifications to make an
excellent Fire Chief.

Resignations on Boards and Commissions
This memo is in response to the comment you made at the June 1, 1994 City Council meeting
regarding resignations on various boards and commissions. I am not sure that I understand your
concern.
Our office was recently notified of one vacancy on the Lodi Arts Comrr'ssion, that of Don Levy
(whose term is also expiring on July 1, 1994). On the date that we received his letter, copies
were made and distributed in the City Council's mail. That is the only vacancy that our office is
aware of on the Lodi Arts Commission. Because you indicated in your comments on Wednesday
evening that there were vacancies on the Lodi Arts Commission, I contacted Charlene Lange,
who is the staff liaison to this commission, and questioned whether or not she has received any
additional resignations besides Mr. Levy. She indicated that she is not aware of anyone else
resigning or planning to resign.
As for receiving the letters of resignation in a timely fashion, all letters are copied within the same
day of receipt; however, because you choose not to have your mail delivered by our office staff,
we cannot control when you receive your mail.
