COMMENTS BY PENNING' RECOMMENDATION TO CANCEL PUBLIC HEARING RE:
BUSINESS LICENSE TAX WILL IMPACT BUDGET; FILED LETTER FROM UFL IN SUPPORT
OF APPOINTMENT OF STEVE RADDIGAN AS INTERIM FIRE CHIEF
Council Member Pennino commented that Mr. Snider's recommendation this evening will
certainly impact the budget, and in order to have a balanced budget by July 1, cuts will
have to be made, which will not be easy.
Council Member Pennino, in response to Mr. Davenport filing his letter in opposition to the
appointment of Steve Raddigan as the Interim Fire Chief, filed a letter with the City Clerk
that was received by Stan Mall, President of the United Firefighters, in support of the
appointment of Steve Raddigan.

It is with great pride 1 forward UFL's hearty concurrence with City Manager Thomas Peterson in
his selection of Steve Raddigan to serve as interim Fire Chief of the Lodi Fire Department. All five
board members of UFI. concur unanimously with Mr. Peterson's choice in this matter. Chief
Raddigan is well suited for the task at hand. There are several reasons for our agreement with City
Manager Peterson on his choice. Chief Raddigan has communication skills, fire fighting
experience, command experience and many years at the mid management level.
He has successfully bridged the Labor management gap created by other fire department managers.
During his tenure as Operations Officer. Chief Raddigan has utilized his communication skills to
provided solutions to labor problems before they became grievances. In view of past relations
between fire department management and our labor unit, his honest open communication approach
seems like a breath of fresh air.
In addition to being a good communicator Chief Raddigan knows fire fighting techniques and has
shown his ability to command on the fire ground on numerous occasions. A good example is the
Command system he utilized during his management of the Sacramento Savings tire in 1993. He
has earned the respect of the Lodi Fire Department rank and file in his ability on the fire ground and
at emergency scenes.
Management ability in non emergency areas is demonstrated by Chief Raddigan's preparation of the
1994/95 fire department budget through his close work with the finance director and his supervision
of the other mid managers in this endeavor.
Let this letter stand as an endorsement of the actions taken yesterday by City Manager Tom
Peterson. The appointment of Steve Raddigan to interim Fire Chief is placing the most qualified
man in the job. We are hopeful this temporary appointment bestowed upon Chief Raddigan
becomes a permanent appointment to Fire Chief in the near future.
