AGENDA TITLE: Contract Employee for Design of Street Light Installation Projects
(Cherokee Lane and Arterial/Collector Streets)
MEETING DATE: June 15, 1994

RECOMMENDED ACTION: That the City Council approve the hiring of a contract employee for the
design of the two federally -funded street light projects, "Cherokee Lane"
and "Various Arterials and Collector Streets".
BACKGROUND INFORMATION: Last year, the Public Works Department, in cooperation with the
Electric Utility Department, submitted grant applications for two
street lighting projects to Caltrans for federal funding under a
special funding category. Earlier this year, we informed the
City Council that we were successful in obtaining nearly $600,000 in allocations for the two projects.
However, Caltrans approved twenty-five percent more in project costs than there are funds available.
This was done to encourage local agencies to proceed as quickly as possible with their projects. The
project funding is not locked in until we have our detailed plans and specifications approved by
Caltrans. To date, we have submitted the initial "field review" paperwork and have met with Caltrans
Local Assistance staff to review the project. Based on that meeting, we need to resubmit the
paperwork, hold a public meeting and, obviously, do the design before we can submit plans and
specifications.
Following the meeting with Caltrans Local Assistance, the Electric Utility Department informed us that
due to their utility workload, which has higher priority, they will not be able to do the design. Since
Public Works staff is not capable of doing this design, we see the following alternatives:
1) Drop the projects;
2) Direct the Electric Utility Department to reprioritize their work to accommodate these
projects;
3) Hire a contract employee; or,
4) Retain a consultant.
Given this opportunity to obtain federal funding for projects we could not fund locally, we feel the first
option is inappropriate. The second option is certainly acceptable to the Public Works Department;
however, we are not in a position to make recommendations on their workload and priorities. The
fourth option has two variations, each with problems. To retain a consultant using federal funding, we

would need to go through a lengthy selection process which would take significant staff time and delay
the project. We could slightly shorten that time by using local funding for the design; however, the cost
is likely to be in the $40,000 to $70,000 range depending on the scope of services.
We are recommending the third option. We have made some preliminary contacts with retired electrical
engineers/designers and feel we will be able to find someone to do the project "in house" as a contract
employee. We would pay an hourly salary (no benefits) and the person would probably work in
City Halt with Traffic Engineering staff. The salary will be determined based on the person's
qualifications and experience and be comparable to that of employees in the Electric Utility Department.
The total cost will depend on the amount of work done by the contract employee versus other
Public Works staff for such items as drafting, surveying and other support work, probably in the
$20,000 to $35,000 range. With this arrangement, the costs would be reimbursed under the federal
grant.

RESOLUTION IN SUPPORT OF CONSTRUCTING A PUBLIC SQUARE -ON POST OFFICE
PARKING LOT
The City Council, on motion of Council Member Snider, Mann second, unanimously
adopted Resolution No. 94-77 entitled, "A Resolution in Support of Construction of a
Public Square on Post Office Parting Lot" and approved a tetter of support to be signed
by the entire City Council and sent to the Manager of the Facilities Service Office.
Janet Keeler announced that the next workshop for Downtown Revitalization will be on
July 13, 1994 (location not yet determined) and further that on June 20, 1994 A & W
Rootbeer will be celebrating its 75th Anniversary in the City of Lodi and will have a booth
set up near the proposed location for the town plaza offering free samples of rootbeer.
Speaking on the matter were the following persons:
1. Stan Harkness, Lodi, commented that the town plaza indicates that Sacramento
Street and Cherokee Lane will be rebuilt aW School Street and the Hotel Lodi;
and
2. John Young, Lodi resident, spoke in opposition to the location of the proposed
town plaza and further recommended the northeast comer of Church and Walnut;
and
3. Rich Kotowski, 1152 Devine Drive, Lodi, expressed his support in sending the
letter; however, does have some concerns that he would like to address if the
City were to proceed on this matter.

RECOMMENDED ACTION: That the City Council adopt Resolution No. 94-77,
"A Resolution in Support of Construction of a Public
Square on Post Office Parking Lot."
BACKGROUND INFORMATION: At a Joint meeting of the City Council and the
Planning Commission held Wednesday, June 8, it was
recommended by Michael Freedman, consultant on the
revitalization projects involving the downtown and Cherokee Lane, that the City
communicate with appropriate Post Office officials regarding the recommended
conversion of the Post Office parking lot. Mr. Freedman, as the Council is
aware, is recommending that the Post Office parking lot be converted to a public
square as a keystone of the downtown revitalization project.
The appropriate resolution will be distributed to the City Council at Wednesday
night's meeting.

WHEREAS, the City of Lodi has embarked on an aggressive Economic
Development Program to further stimulate business growth and economic
vitality in the City; and
WHEREAS, the citizens of Lodi, business leaders, City officials
and staff, have identified Downtown Revitalization as a significant
element of the Economic Development Program; and
WHEREAS, Downtown Lodi is in a state of deterioration with a high
vacancy rate and fewer citizens visi-Ang Downtown Lodi; and
WHEREAS, through a community workshop series, the Lodi U.S.
Postal Office has been overwhelmingly identified as a major draw to
Downtown as a destination point; and
WHEREAS, the citizens, business community, City officials and
staff, have determined that Downtown Lodi needs a Downtown Plaza
located where the Lodi Post Office currently has a parking lot;
NOW, THEREFORE, BE IT RESOLVED, that the City Council requests
that the U. S. Postal Service work with the City of Lodi in a
cooperative spirit to explore the feasibility of siting a Downtown
Plaza on the southeast corner of Oak Street and School Street in
Downtown Lodi. It is the City's intention that this project not be a
burden on the Post Office in terms of cost or loss of facilities. The
City looks forward to an opportunity to work cooperatively with another
government agency to improve the quality of life in Lodi.

The City of Lodi is engaged in a Downtown revitalization effort that involves local business people,
residents, City officials and staff. Our overall goal is to re-establish Downtown as the social and civic
heart of our community. We have conducted three community workshops so far, and a theme that
has emerged loud and clear is that Downtown's single most valuable asset is our beautiful Post
Office. It brings many people to Downtown, some of whom might not otherwise visit the district, and
it is a companion to our other Downtown civic buildings, including our Library, Public Safety Building
and historic City Hall.
The Post Office is located on School Street, our Downtown's "main street% and we would like to (1)
ensure that we preserve it as a vital functional element of Downtown, and (2) feature it as part of an
initial "catalyst" revitalization project. Our work to date tells us that one of the best opportunities we
have to capture the community's imagination and spark local investment is to build on the importance
of the Post Office by converting the existing public parking area along School Street into a new town
square. The square would be Downtown's center of gravity. It would focus on the new entrance to
the Post Office, and enhance the possibilities for filling some attractive, yet vacant, adjacent buildings
with new tenants.
We ask for your support in the City's efforts to explore alternatives for a new "Post Office Square"
with Mr. Lambertsen, the local Postmaster. We know that we must accommodate the Post Office's
functional operating requirements if it is to remain an important element of our Downtown, and we
very much want it to remain so. We believe that these requirements and our community's desires for
an attractive Downtown "people place" are not mutually exclusive. Please lend your voice to our
Downtown revitalization effort. Thank you for your attention.

Michael Freedman has recommended that a letter be forwarded to the appropriate
U.S. Postal officials requesting their cooperation *in exploring the feasibility of a Post
Office Square in Downtown Lodi. Attached for your signature is a letter as prepared by
Michael Freedman along with Resolution No. 94-77. The letter will immediately be
delivered to the Facilities Service Office Manager. The Resolution will be kept on file
should the need arise for a stronger message to be sent to the U.S. Postal Service.
